Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS), intends to solicit, negotiate and award a purchase order on a noncompetitive basis with the GE Healthcare, Pittsburgh, Pennsylvania, for clinical MRI annual maintenance. The contractor shall provide service and maintenance for all portions of the above GE 3T Excite III MRI scanner in order to ensure operation of the scanner at maximum performance. This includes the scanner computer system, gradient and RF amplifiers, transmit and receiver subsystems, peripheral gating modules, shim power supplies, gradient and RF coils, magnet, cryogen monitoring and cryogen fills. The annual maintenance includes: all replacement parts as required on an exchange (good-as-new) or new part basis in order to maintain the equipment at Original Equipment Manufacturer’s (OEM’s) specifications; locate a service engineer on-site full-time (not less than 8 hours/day) during normal working hours Monday through Friday to assure efficient service of the scanner; on-site remedial service and maintenance during from 8:00 AM to 9:00 PM local prevailing time, Monday through Friday and 8:00AM to 5:00PM local prevailing time, Saturday and Sunday. The service engineer shall be on the site within three hours of NIH placing a telephone service request; regular scheduled maintenance inspections and adjustments shall be performed as specified by the manufacturer for all subsystems of the scanner. Scheduled maintenance shall be performed at a mutually agreed upon time (usually 5:00 PM through 12:00 AM local prevailing time, Monday through Friday); technical support and remote diagnostics shall be provided by the Contractor 24 hours per day, 7 days per week. This telephone support shall be available within one hour of the NIH placing a service request; provide a daily check of the system error logs. The Contractor assumes the responsibility for correcting problems as noted therein; provide upgrade services including, but are not limited to: delivery/installation of hardware or software, and reconfiguration of the system. The Contractor shall provide all hardware and software necessary for requested upgrades. The Contractor shall continue to provide maintenance of the system as upgraded. GE is the only known source to provide the required services on the 3T Excite III MRI scanner. Period of performance is 12 months with the option for up to four additional one-year option period(s.) Place of performance is the NIH Clinical Center, Building 10, NIH Campus in Bethesda, Maryland. Therefore based on the aforementioned facts, only one responsible source and no other supplies or services will satisfy agency requirements FAR 6.302-1. The Government intends to select and evaluate and award the offer that represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 12 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
