Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. A copy of the RFQ may be obtained by sending an email to Kimberly.Luke@mms.gov with your company name, address, DUNS number and point of contact information. This RFQ is 100% set aside for small businesses. The NAICS code is 541430 with a size standard of $6.5M. The Minerals Management Service (MMS) Office of Public Affairs (OPA) has a requirement to complete a design for a new seal for the agency that better communicates the organization's mission to its employees, stakeholders, and the general public. The seal will be the official emblem for the organization and will appear on official correspondence (letterhead, envelopes, note cards, briefing papers, Congressional testimony, etc), exhibits, displays, podiums, backdrops, Departmental and Agency Websites, etc. MMS employees have proposed and voted upon various design elements for the new seal. The contractor shall incorporate the conceptual elements from those designs along with input from OPA, the MMS Executive Council (EC), and MMS stakeholders into the proposed design for the new seal. In addition to the seal design, the contractor must provide a Standards of Use publication that will detail official agency guidelines for the authorized use, placement, and color palette for the new seal. The project shall be approached in three phases: Phase 1: Research PhasePhase 2: Design PhasePhase 3: Development of Standards of Use Phase The contractor must provide a single point of contact (POC) to OPA for the duration of the purchase order. Quotations are due no later than 5:00PM current eastern time June 30, 2008. The selection process will consist of a Best Value source selection based on the evaluation criteria as set forth in 52.212-5 in the RFQ.
