Description
NASA/LaRC has a requirement for a High Temperature High Vacuum(HTHV) furnacesystem, 1 (ea). NASA/LaRC intends to purchase the item from R D Webb Company, who is the only knownsource capable of providing this unique Red Turbo2008 high temperature, high vacuum(HTHV) furnace which is designed for high temperature characterization, thermalquenching, and annealing of semiconductor or optical materials. The Red Turbo2008 is acustomized unit that offers a specific side-wall accessible feed-through port, hightemperature (1200oC), high vacuum (10-7 torr) with an inert gas, fast temperature rampup/down time (1 hour), no outgasing heating unit (molybudenum heating element), and datainterface (RS 232). This high temperature-high vacuum furnace will be tailored to adoptNASA LaRC-invented thermoelectric (TE) material test platform to determine Seebeck effectand thermal diffusivity. R D Webb Company Inc. has solely developed this customizedHTHV furnace technology that includes the customized HTHV furnace (Red Turbo2008) andhas a patent (U.S. Patent 5,987,053) protection. It would take substantial duplication oftime and Government resources for another company to offer a similar product that wouldmeet this requirement, which is not expected to be recovered through competition. SoleSource authority is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 13, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
