- FISC Norfolk Contracting Department Philadelphia intends to solicit on a full and open competition basis as a commercial items acquisition effort using Simplified Acquisition Procedures per FAR 13.5 for the necessary contract support to provide a web-based distance learning course to teach mental health professionals to conduct Cognitive Behavior Therapy (CBT), an evidence-based treatment for PTSD. The targeted mental health professionals are providers working with diagnosed PTSD patients in the Department of Defense and Department of Veterans Affairs health care systems. The requirement calls for contract support to provide a web-based distance learning course to teach mental health professionals to conduct Cognitive Behavior Therapy (CBT), an evidence-based treatment for PTSD. The targeted mental health professionals are providers working with diagnosed PTSD patients in the Department of Defense and Department of Veterans Affairs health care systems. These tools are part of an initiative to improve care to Navy and Marine Corps active duty service members during and following deployments or duty connected with the Global War on Terrorism (GWOT), Navy and Marine Corps reserve component personnel following periods of recall for deployment, and service members families, as determined appropriate. The PH initiative will focus on Access to Care (defined as providing access to an appropriate level of provider within the timeliness and travel distance standards defined by the Assistant Secretary of Defense (Health Affairs), Quality of Care; Transition of Care among DOD, Department of Veterans Affairs (DVA), and other sources of care;Evaluation of, and development of, best practices for Surveillance and Screenings; andEvaluation of, and development of, best practices for Resilience Promotion (defined as evidence-based strategies designed to provide multi-dimensional support to include stress reduction, psychosocial and emotional support, and interpersonal skill strategies that assist individuals in maintaining healthy lifestyles and quality job performance despite experiencing crisis or trauma, daunting external conditions, threats, and prolonged high op-tempo). A firm fixed price commercial items contract is the expected result of this acquisition effort. The evaluation criteria for this requirement will be past performance.
