Description
The Department of the Navy has a requirement for all program management, engineering, test services, logistics, and maintenance necessary to support the design, development, integration and testing of the JCREW System of Systems [SoS]. The JCREW SoS approach includes three distinct capabilities that shall utilize common component, software and hardware solutions for an open, flexible, and compatible system design approach that is modular, interoperable and affordable to upgrade. The three capabilities are: mobile dismounted operations (e.g. manpack), mobile ground and waterborne transport and combat systems (e.g. mounted), and semi-permanent geographical area (e.g. fixed) devices. The JCREW SoS will be employed throughout the future operating environment, supporting US forces dominance over the electromagnetic spectrum, and will not require new or unique communications systems, but will operate within the bandwidth and quality of service of current and future systems. The requirement includes all materials, equipment, tooling, personnel and facilities necessary to design, fabricate, integrate, and test the types and quantities of deliverables specified. The requirement will support system development and demonstration phases through Preliminary Design Review [PDR] with options to continue design through Critical Design Review [CDR] and fabrication of one Performance Specification Verification Model (PSVM). The requirement will contain options to continue development past CDR for the fabrication of up to 25 Engineering Development Models [EDMs] for each capability. The effort includes Long Lead Material, maintenance and repair services, test support services, training, engineering support services, and associated data. Upon completion of the contract, all EDMs and the complete technical data package (hardware and software) will deliver to the Government to support future production. The RFP will be published in FEDBIZOPS on the Internet at http://www.fedbizopps.gov. Interested offerors should watch FEDBIZOPS for the release of the RFP. The RFP is anticipated for release in third quarter Government Fiscal Year [GFY] 2008, with award anticipated in late first quarter GFY 2009. The Government anticipates awarding one or more cost plus research and development contracts based on best value. The period of performance is estimated to be from contract award in early GFY 2009; Preliminary Design Review [PDR] 6 months after contract award, Critical Design Review [CDR] one year after PDR, through completion of the Government Developmental Test (DT) and Operational Assessment in early first quarter GFY 2011. Contractor DT will be conducted at the Contractor facilities. The Government anticipates conducting Government DT at various Navy facilities on both the east and west coast.
