- THE U.S. ARMY TACOM LCMC ACQUISITION CENTER OFFICE LOCATED AT 6501 E. ELEVEN MILE RD., IN WARREN MI. 48397-5000; INTENDS TO AWARD A 5-YEAR, FIRM FIXED PRICE, INDEFINITE DELIVERY, INDEFINITE QUANTITY (IDIQ) CONTRACT FOR AN IMPROVED LIFTING JACK SYSTEM THAT WILL REPLACE THE CURRENT 3.5-TON SCISSOR JACK ISSUED WITH THE HIGH MOBILITY MULTIPURPOSE WHEELED VEHICLES (HMMWV). THE JACK SYSTEM IS DEFINED AS: A JACK, BAG, AND COMPONENTS REQUIRED FOR JACK OPERATION WHICH SHALL WEIGH NO MORE THAN 80 LBS. THE GUARANTEED MINIMUM QUANTITY IS 10,000 EACH AND WITH THE ESTIMATED 5 YEAR MAXIMUM QUANTITY TOTAL OF 108,243 EACH. THE MINIMUM QUANTITY WILL BE ORDERED AT THE TIME OF AWARD. AN AWARD WILL BE MADE TO THE RESPONSIBLE OFFEROR WHOSE TECHNICAL PROPOSAL IS DETERMINED TO BE ACCEPTABLE WITH THE LOWEST TOTAL EVALUATED PRICE. THE TECHNICAL EVALUATION ASSESSMENT WILL BE BASED ON THE RESULTS OF GOVERNMENT CONDUCTED PERFORMANCE DEMONSTRATION TESTING. ALL TEST PROCEDURES AND REQUIREMENTS WILL BE IDENTIFIED IN THE RFP; HOWEVER, THE REQUIREMENTS ARE EXPECTED TO CALL FOR THE JACK TO LIFT ANY CORNER OF A 17,200 LBS HMMWV SO THAT A TIRE CAN BE COMPLETELY REMOVED TO ALLOW FOR WHEEL PLACEMENT. INTERESTED OFFERORS WILL BE AFFORDED ACCESS TO AN M1151 UP-ARMORED HMMWV (UAH) STARTING WITH THE POSTING OF THIS SYNOPSIS THROUGH RFP CLOSING DATE (PROJECTED FOR JULY 2008). THIS WILL GIVE INTERESTED OFFERORS AN OPPORTUNITY TO BECOME FAMILIAR WITH THE GROUND CLEARANCE OF AN UAH. OFFERORS WILL BE ALLOWED TO TAKE MEASUREMENTS AND ATTEMPT TO LIFT THE VEHICLE. IF THE OFFEROR REQUESTS PICTURES OF THE VEHICLE, THEY MAY PROVIDE A CAMERA TO A DESIGNATED AM GENERAL STS REPRESENTATIVE WHO WILL TAKE THE PICTURES FOR THE OFFEROR. AN M1151 UAH WILL BE MADE AVAILABLE AT THE GOVERNMENTS HMMWV SYSTEM TECHNICAL SUPPORT (STS) CONTRACTORS FACILITY, AM GENERAL CORPORATION, 31744 ENTERPRISE DR., LIVONIA, MI 48150-3330 FOR YOUR SUPERVISED INSPECTION, MEASUREMENT, AND OPPORTUNITY TO LIFT THE VEHICLE USING YOUR JACK IF YOU SO CHOOSE. INTERESTED OFFERORS CAN SEEK A NON-DISCLOSURE STATEMENT FROM AM GENERAL. OFFERORS WILL BE GIVEN A 3-HOUR TIME SLOT. ALL REQUESTS FOR SUPERVISED ACCESS TO THESE VEHICL!
