Description
Notice of Intent to Award a Sole Source Procurement. The Government intends to issue a sole source contract for the privatization of the electric distribution system for the Duluth Air National Guard Base (ANGB) located at Duluth International Airport (IAP), to Minnesota Power. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. Minnesota Power (Contractor) will assume ownership of the above-mentioned utility systems and will be required to provide expansions to the system to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate the utility system. The Contractor shall manage the maintenance, repairs, replacement, etc., of the system to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system in a safe, reliable condition and to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award of the contract. The electric system being privatized is described as follows: The 148th Fighter Wing (FW) is located at Duluth International Airport in St. Louis County, Minnesota, seven miles northwest of downtown Duluth. The main base occupies approx 136 acres on the northeast corner of the airport. The base proper has a total of 40 buildings. The Guard also has control on additional properties surrounding the airport. These include POL/DRMO (21 acres, 10 buildings); BX (2 acres, 1 building); PMEL (2 acres, 2 buildings);Transient Quarters (2.7 acre, 1 building); WSA (16.7 acres plus 78.5 acres QD, 8 buildings); and ARFF (approx 10 acres, 1 building). Normal base population is approximately 400 personnel but surges to approximately 1100 periodically each month during drill sessions. The main base occupies approx 153 acres on the northeast corner of the airport. The entire base has a total of 61 buildings. Normal base population is approximately 320 personnel but surges to approximately 1100 occur once each month during drill sessions. The Duluth ANGB Electrical Distribution System is Y Delta configured 13,800 volts fed overhead from an H-frame through a three phase pole mounted disconnect. The system then splits into two sets of cutouts. After the cutouts, the high voltage lines run underground. One cutout feeds the aircraft parking facilities through a 480 volt pad mounted transformer with the high voltage line continuing underground to building 221 to feed a 208 volt pad mounted transformer. The other cutout feeds the rest of the base. This feed runs underground to two substations and 16 pad mounted transformers. The distribution system contains approximately 10,255 linear feet of wiring of which approximately 98% is underground in conduit or direct bury. Wiring was installed from the 1950s to the present with approximately 66% being installed between 1984 and 1995. Overall condition of the distribution system is considered to be good with two projects planned, one to upgrade the system and one to increase capacity at one building. A majority of the high voltage system was upgraded in 2004 to complete with above ground termination pedestals. There is one Off-Installation site that is maintained by Minnesota Air National Guard CE, the Weapons Storage area. It is fed overhead into the compound to a 300KVA pad mounted transformer.. This off-installation system is also considered to be in good condition with no known deficiencies. Base (to include the Weapon Storage area) is metered for service from one master meter located on Haines Road at the entry section of Haines Road and Airport Cargo Road. Competitive proposals were requested in 2000 and no offers were received. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. This information shall include: confirmation of your understanding that the requirement includes purchasing the distribution system, and then entering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating your prior experience operating, maintaining, repairing and replacing such systems; and indicate how you would meet the emergency response time requirement of one hour. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
