- NASA/ARC has a requirement for ten (10) Secure Terminal Equipment phones and twelve(12) KSV-21 Crypto cards to be used to support the NASA Aeronautics Research MissionDirectorate Program. This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for the purchase of ten(10) Secure Terminal Equipment phones and twelve (12) KSV-21 Crypto cards to be used tosupport the NASA Aeronautics Research Mission Directorate Program. The STE phones and Crypto cards will be used to provide secure communications for theAdvanced Aircraft Project to be conducted in the near future.The STE phones and Crypto cards should have or meet the following requirements:The STE phone must have an external power supply 90-253 VAC, 47-63 Hz with 20 WattsMaximum. All phones must have Secure Access Control System (SACS), Access Control List(ACL), Maximum and Minimum Security Levels, Secure Dial, Alphanumeric Display forIdentification and Authentication, and Tempest Compliance. The device is to be operated in the following environment:-Operating Temperature: O degrees to 40 degrees Celsius-Operating Rel Humidity: 10% to 90% Noncondensing-Storage Temperature: -20 degrees to 60 degrees CelsiusThe KSV-21 Cryptocards must have IP Local Area Network (LAN) to Public Switched TelephonyNetwork (PSTN) Gateway. It should include secure communication from IP LAN to IP LAN withalso the ability to use IP Wide Area Network (WAN) to WAN.Deliverables for this purchase are as follows:The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The provisions and clauses in the RFQ are those in effect through FAC 05-23.The NAICS code is 334290 and 750 respectively. The offeror shall state in their offertheir business size status for this procurement.All responsible sources may submit an offer which shall be considered by the agency.Deliveries to NASA Ames Research Center are required within 20 weeks after award ofcontract.
