- The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate-Herndon on behalf of the Office of Head Start under the Administration for Children and Families within the U.S. Department of Health and Human Services intends to issue a Request for Proposal to provide Head Start Training and Technical Assistance Office(s) in each State with one (1) or more entities that have a demonstrated expertise in supporting the delivery of high-quality early childhood education and development programs, except that contracts for a consortium of two (2) or more States within a geographic region may be entered into if such a system is more appropriate to better meet the needs of local grantees within a region, as determined by such grantees. This requirement includes every State of the United States, the District of Columbia, and Puerto Rico. Note that the State of Hawaii includes the Hawaiian Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau. Puerto Rico includes the Virgin Islands. The regions will be defined in the Statement of Objectives with the Request for Proposal. The necessity for the establishment of the Head Start Training and Technical Assistance Offices is required under the "Improving Head Start for School Readiness Act of 2007" (P.L. 110-134). The period of performance will be a base period of twelve months and four (4) 12-month option periods. The Request for Proposal is for the potential award of one contract or multiple contracts which may include partial awards by Contract Line Item. The solicitation will be a Performance-Based, Commercial Item Acquisition conducted under Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items and FAR Part 15-Contracting by Negotiation under which the competitive range will be limited for efficiency. The NAICS code for this requirement is 541611 with a size standard of $6.5M. This acquisition is being competed as full and open competition on an unrestricted basis. All interested parties may submit a proposal. Offerors other than small businesses are required to submit a Subcontracting plan in accordance with FAR 19.704. In accordance with Public Law 110-134, the RFP shall result in the award of contract(s). Therefore, proposals submitted as a grant will be determined as non-responsive and will not be evaluated. The competitive Request for Proposal (RFP), RFP amendments and all questions and answers related to this procurement will be made available via the Internet at http://www.aqd.nbc.gov/solicitations under RFP number 1406-04-08-RP-20771. The solicitation, Request for Proposal, is anticipated for release to the vendor community on or about June 12, 2008 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored and no bidders' list will be maintained. Questions in response to the RFP will be due with five (5) calendar days of release of the Request for Proposal.
