Description:   The Naval Research Laboratory (NRL-SSC) has a requirement for Satellite, Avionics, and Communications Systems Support. The scope of this effort encompasses the design,development, implementation and maintenance of satellite, avionics and communications systems and their associated test systems, hardware and software. The Contractor shall perform managerial and technical efforts for the continuation of ongoing efforts and the commencement of new efforts directed toward the development of hardware and software for satellite, avionics and communications systems and subsystems. The Contractor shall perform, manage, direct and report on all of the tasks and activities taking place under the scope defined in the SOW. The tasks defined in the SOW will require work both on-site at NRL and at the Contractor’s facility. The engineering tasks to be performed shall include a.) Satellite and Communication Systems Design and Development efforts; b.) Tactical Communication Development and Engineering efforts; and c.) Efforts associated with Maritime Awareness. Detailed requirements, including a detailed statement of work, personnel requirements, and contract data requirements, will be included in the solicitation file. The anticipated period of performance for any resulting contract will be a base year with four option years. The anticipated level of effort is 38,050 hours yearly, or 190,250 total hours if all options are exercised. This solicitation is a full-and-open competition. The Government anticipates award of a Cost-Plus-Fixed-Fee Research and Development Contract for the requirements. The incumbent contractor is Mnemonics performing under a CPFF contract with an approximate value of $25M. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments to it will be available via the Internet starting approximately fifteen (15) days after publication of this announcement at the URL address provided below.
