- ********SEND ALL QUESTIONS INCLUDING QUOTES AND TECHNICAL QUESTIONS IN WRITING TOJUDITH DRABIN AT Judith.R.Drabkin@nasa.gov; FAX: 256-544-4401***********NASA/MSFC has a requirement for a Model LTI-5100 HD High Definition Digital ShearographyCamera System with Acoustic and Thermal Excitation Options.NASA/MSFC intends to purchase the items from Laser Technology, Inc on a sole sourcebasis.The MSFC Nondestructive Evaluation (NDE) Team (EM20) has invested a substantial amount oftime and effort into developing and applying shearographic NDE on the Space ShuttleExternal Tank (ET) Thermal Protection System (TPS) utilizing a LTI-5100 basedshearographic system. The LTI-5100 HD will permit the shearography inspection proceduresdeveloped for the ET Project to be efficiently rolled into the operation of the new highdefinition system providing increased inspection throughout with minimal method orprocedural re-development.The system must be compatible with existing shearographic units in operation by the MSFCNDE team being used on the ET and developed for future applications on the ARES-1.The system must be supplied as an integrated turn-key unit, requiring no software orhardware development by the customer and be compatible with existing tooling being usedat the KSC, MSFC and MAF for NDE of ET TPS materials.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov; FAX: 256-544-4401 nolater than 4:30 p.m. CST on June 06, 2008. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
