- For the procurement of Fifty-One (51) GSA (Item 617-3) F100 Shipping /Transportation Cover for F-15/F-16 jet engines. Requirement is for 77 AESW, Wright-Patterson AFB, Ohio. NAICS Code 326199 All Other Plastics Product Manufacturing, small buisiness size standard of 500 employees. This proposed contract action is for procurement of a product for which the government intends to solicit and negotiate only with sources that can provide United States Air Force approved products to fulfill the requirements reqested in this solicitation under the authority of Federal Acquisition Regulation 13.106-1, for the best value product. The suggested source that is approved to meet this requirement is KING BAG & MANUFACTURING COMPANY. This notice of intent is not a request for competitive quotations; however, the government will consider all quotations/responses received by June 5, 2008, 4:00pm eastern standard time. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. United States Air Force Reqirements for F100-PW-100 & F100-PW-220 Engine Cover • Completion of AF approved shipping cover fit testing on an F100 Engine installed on AF 3000 Transportation Trailer • Verification/Validation(V&V) of final production drawings and first production article fit test • 22oz Blue vinyl,2 piece outer cover with zippered and snapped fasteners to horizontally join the 2 cover sections (Top cover half overlaps bottom half to provide waterproof enclosure of horizontal split line and zipper) • Hand straps sewn to cover to assist in installation, removal of shipping cover by mechanics • Cover embossed with Engine Type (F100 Engine) and company name,item stock number/part number • Inner cover to contain possible fluid leakage from engine components • Weather proof engine records pouch located on outside of cover • Pack up data users instructions sheet to ship with the cover including a.)installation and removal procedures; b.) cleaning, repair, and storage. • Top and bottom of cover must be serialized as a matched pair • Optional cover repair kit • National Stock Number Qualification, is done at contractor's expense at an operational Air Force base by assigned blue suit mechanics. It took several attempts before previous engine cover was approved for use. No other specific dimensional information or drawings are available. The King Bag shipping Cover has since been deployed worldwide at F-15/F-16 bases and since it has been GSA qualified, their company has remained the supplier of choice.
