- Description
- The purpose of this Request for Information (RFI) is to solicit information from parties interested in bidding on a future procurement for System Administration and Operation services. The RFI is being issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Information provided in response to this RFI will be used to assess alternatives available determining how to proceed in the acquisition process. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The United States Army Information Technology Agency (USAITA) Pentagon Telecommunications Center (PTC) requires specialized professional System Administration and Operation services to maintain Defense Message Systems (DMS), Nuclear Command, Control and Communications (NC3) systems and DOD National Gateway (NGC) systems at both primary and alternate site locations. The PTC operates the Pentagon DMS Local Control Center (LCC) and Army Area Control Center (ACC) providing DMS service at classifications Top Secret collateral, Secret and Unclassified as well as providing legacy AUTODIN support for the DOD National Gateway Center (NGC) which supports legacy messaging connectivity to non-DOD and allied communities. These support services include system operation, system administration, system configuration, problem resolution, Customer Service Desk operations, and message handling processing associated with the PTCs Defense Message System (DMS)/National Gateway products; identified as the Northrop Grumman Decision Agent (DA) and Enhanced Communications Gateway System (ECGS), TELOS Automated Message Handling System (AMHS), COMPOWER DMS Mail List Agents (MLA) and Multifunctional Interpreters (MFI) systems, Government Furnished Message Conversion System (MCS), and the DMS Top Secret Area Control Center which includes Microsoft DMS Exchange servers, DCL DMS Directory Servers, and CISCO RAS routers. Services support is required across unclassified, secret and top secret security enclaves, to provide continuous availability 24x7. Support service is also inclusive of system operations and administration of the General Dynamic Class 4 Public Key Infrastructure (PKI) Certificate Authority Workstation (CAW) and 3S Group Enhanced CAW Adapter (ECA) in support of Domain/Virtual Fortezza operations within the Decision Agent, Automated Message Handling System and Mail List Agent Defense Message System components. Subject matter expertise relating to Decision Agent & Automated Message Handling System Class 3 Public Key Infrastructure (PKI) Proxy User and Organizational DMS account creation & permission levels IAW documentation submitted by appropriate organizational customer authorities. Require development, implementation, exercise, and management of a PTC-wide fully compliant security program for all aspects of Information Assurance (IA), Physical, Software, Hardware, Communications, Procedural, and Personnel Security. This includes application of all DMS security Field Engineering Notices (FEN), DISA Security Technical Implementation Guides, and DOD Information Assurance Vulnerability Management updates. Based on historical data, the Government anticipates this effort will require 75-85 on-site FTE staff. Request that interested parties submit both of the following: (1) an up to 10-page paper, with technical concepts/staffing capabilities of how you would support the needed requirements, and (2) any product brochures or marketing materials outlining capabilities that you have provided this type of service previously to either a military or commercial agency.
