- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ)on the following Statementof Work:"Specialized Engineering Support for the Lunar Atmosphere and Dust Environment Explorer(LADEE) Project at Ames Research Center- Task #1: Spacecraft requirements capture and flow-down using DOORS and Excel (estimated400 hours of labor). Contractor must have prior experience on spacecraft requirementsdevelopment. Deliverables: LADEE requirements analysis report by June 25th LADEE L1-L3 requirements entered into a DOORS database by July 25th.- Task #2: Thermal Analysis for the Spacecraft Bus (providing initial thermal models,analysis set up, and training of ARC personnel) (estimated 1000 hours of labor). Contractor must have prior experience in system-wide thermal design and analysis ofcomposite spacecraft structures. Deliverables: Provide Lunar or other deep space Thermal Model by June 16th Training of ARC personnel in setting up and initial analysis runs of the LADEEThermal Model by July 25th. Report on converged analysis runs (iterated with structures and power) of the LADEEThermal Model by September 30th.- Task #3: Communications Link analysis and Spectrum Approval consulting (estimated 100hours of labor). Contractor must have prior experience in Spacecraft Communications, inthe areas of hardware specifications, antenna specifications, link analysis, and contactplanning. Deliverables: LADEE Communications link analysis by June 25th Report on the LADEE baseline Communication Transponder equipment by July 25th.Location: Contractor personnel must be available on-site for significant portions of thiswork, especially for Tasks #1 and #2.Period of Performance: June 10th - September 30th."The provisions and clauses in the RFQ are those in effect through FAC 05-25This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 541330 and$4.5m respectively. The offeror shall state in their offer their size status for thisprocurement.All responsible sources may submit an offer which shall be considered by the agency.Offers for the requirements described above are due by 06/06/2008 to the Primary Point ofContact listed below, and must include solicitation number, FOB destination to thisCenter, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable.
