- Intent Notice: The United States Environmental Protection Agency (EPA) currently has a contract for the provision of operations and maintenance services to all EPA facilities located in Research Triangle Park, NC and Chapel Hill, NC. The contract number is EP-D-04-076 and the contractor is Call Henry, Incorporated. The facilities support services currently provided by Call Henry, Inc. in relation to security operation and maintenance include, but are not limited to, the design, installation and maintenance of security equipment/systems that may be required by Homeland Security audits to enhance security for EPA, RTP Facilities; electronic security system maintenance; picture perfect Rusco card access system operation and maintenance (includes issuance of ID/access cards); and closed circuit television security systems maintenance. The EPA intends to expand upon the security operation requirements of this contract and modify contract EP-D-04-076 to increase the scope of work to include the furnishing of all necessary labor, supervision, transportation, equipment, and supplies to provide services to conduct for the Environmental Protection Agency in Research Triangle Park, NC, I-9 identification proofing, photographing, enrollment, and ID badge issuance for all EPA Federal, Non-Federal employees, students, and grantees located in the Research Triangle Park, NC and Chapel Hill, NC area that make up the Environmental Protection Agency Research Triangle Park Main Campus in accordance with Homeland Security Presidential Directive 12 (HSPD-12). The Contractor shall make arrangements, through the coordination with the EPA, to schedule I-9 identification proofing, photographing, enrollment, and ID badge issuance and complete the process required for EPA Federal, Non-Federal employees, students, and grantees. The contractor shall provide one (1) trained employee to operate the equipment for I-9 Proofing and one (1) trained employee to operate the equipment for Card Management System Issuance. The contractor shall perform all work in compliance with federal, state, and local laws and regulations. The contractor shall be responsible for operating the following hardware and software: Identix Software Viisage iAuthenticate (Document Identifier) Intellicheck Card Reader HP ScanJet 8260 Flatbed Scanner Canon A640m Camera TouchPrint Fingerprint Scanner Computer Laptop Dell D610 Fargo High Definition Printer 6000 Numeric Keypad Biometric Reader Omni Key Card Reader The EPA intends to negotiate with Call Henry, Inc., the incumbent contractor, on a sole source basis to increase the scope of work to include I-9 identification proofing, photographing, enrollment, and ID badge issuance. The anticipated issuance date of the modification is approximately June 19, 2008. This notice of intent is not a request for competitive proposals, however, in accordance with FAR 5.101(a)(1), all responses received within 15 days of this notice will be considered by the Government. Interested parties who believe that they are qualified to perform these services and would like to be considered must submit documentation to be evaluated that details the following: 1. Past performance in providing I-9 identification proofing, photographing, enrollment, and ID badge issuance services of similar scope, size, and complexity; 2. Experience in providing I-9 identification proofing, photographing, enrollment, and ID badge issuance services of similar scope, size, and complexity; 3. Experience in utilizing the equipment described in this notice of intent; 4. A firm fixed price schedule that details implementation and that includes cost effective measures that will be taken that minimizes Government costs; and 5. Timeframe for implementation. All responders that wish to be considered must be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. The applicable North American Industry Classification System (NAICS) is 561611 and size standard of $11.5 Million in average annual receipts over the preceding three fiscal years. The Government reserves the right to process this requirement on a sole source basis based on responses received. Capability statements and/or responses to this announcement should be sent to the following address within 15 days of this notice, on or before June 17, 2008: U.S. Mail, U.S. Environmental Protection Agency, Attention: Kevin S.
