Description
The Austin Automation Center, Austin, Texas proposes to enter into a non-competitive commercial item/service contract with the National Coalition for Health Professional Education in Genetics (NCHPEG) under the authority of FAR 6.302. Interested persons may identify capability to provide this information; this notice is not a request for proposals. However, all capable information received by the anticipated closing date of the solicitation, June 10, 2008 will be considered by the government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 541712 and the small business size standard is 500 employees. VHA is seeking the development of content for a web-based program for physicians, physician assistants, nurses and nurse practitioners in the VHA. The program must provide a minimum of two hours of web-based instruction and must include content, including scripts and storyboards, for the following media elements: interactive case-based learning; videotaped, simulated patient encounters between patients and clinicians, and between clinicians and laboratorians who provide genetic testing; and point-of-care decision-support materials. The service required in this project is the development of instruction concerning the following topics: "the etiology of Colorectal Cancer (CRC) and hereditary cancer syndromes; "taking and evaluating a targeted family medical history; "informing screening and management based on personal and family risk; "ordering, understanding, and interpreting genetic tests for CRC and hereditary cancer syndromes; "making appropriate referrals to genetic services; "communicating relevant genetics concepts to patients, including statements of risk derived from family history or genetic tests; and "appreciating the ethical, legal, and social implications (ELSI) of CRC cancer genetics in a clinical setting. NCHPEG has unique, expertise and experience that is essential to the development of this project, including: "genetics expertise in-house, as well as in-house experience in the development of case-based, interactive instruction in CRC and hereditary cancer syndromes for physicians, physician assistants, nurses and nurse practitioners; "developed relevant interactive content on CRC and hereditary cancer syndromes, and on ELSI issues for physicians, physician assistants, nurses and nurse practitioners; "access to extensive external expertise in human genetics, genomic medicine, and CRC genetic counseling, and to leaders in the professional societies associated with physicians, physician assistants, nurses and nurse practitioners; "a well-defined, iterative development process for multimedia products that includes involvement of the target audience throughout development; "developed and published recommendations on genetic competencies for a broad range of health professionals, which will inform content development; and "an existing advisory committee whose members are experts in the proposed CRC content. NCHPEG has unique experience in the development of on-line, case-based, interactive instruction. For example, NCHPEG has a number of current genetics courses, including one on CRC and hereditary cancer syndromes for physicians, physician assistants, nurses and nurse practitioners.
