Description
NASA Glenn Research Center (GRC) has a requirement for Lunar Regolith Excavation,Handling and Processing - Technology Development and Demonstrations for OutpostOperations. NASA/GRC intends to contract with the Canadian Commercial Corporation (CCC) and theNorthern Centre for Advanced Technology (NORCAT) to obtain mechanical lunar regolithsimulant and lunar-compatible regolith excavation and handling technologies. Thiseffort involves collaborative use of complementary lunar regolith test bins at bothNORCAT and GRC utilizing the NORCAT developed lunar regolith simulant, "OB1", which isproprietary to NORCAT; development of small-scale lunar excavation implements fordelivery to NASA for evaluation and testing using "OB1"; development of approaches tolunar mining addressing mining logistics and hardware reliability; and the development ofsmall-scale lunar regolith processing and handling devices for delivery to NASA forevaluation and testing using "OB1".It is believed that only NORCAT through CCC can provide this effort, as there is no othersource that has developed a recognized lunar regolith simulant.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 16, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
