Description
************ PLEASE NOTE: This is a modification to Space Warfare Center (SWC) Open Broad Agency Announcement (BAA) 04-01, clarifying SWC BAA 04-06. Modification Description: Modification 13 to SWC BAA 04-01 adds verbiage to SWC BAA 04-6 clarifying the requirements for security markings. The additional language can be found in the attachment titled "BAA revision for security markings". Paragraph IE1 supercedes the same numbered paragraph under Modification 12. SWC BAA 04-06 Description (IAW FAR 35.016 and its supplements): SWC BAA 04-06 makes minor changes to existing focus areas under Tactical Enhancement Capabilities (TENCAP) and the Fusion Center. This call also changes submission instructions, separating instructions for unclassified and classified documents. Other clerical changes have also been made as a result of this modification. Calls will be executed on an annual basis. White papers for SWC BAA 04-06 may be submitted from the date of this announcement through 18 Feb 09. All terms and conditions of the previous announcement for SWC BAA 04-05 remain valid. A complete description of SWC BAA 04-06 is identified in the attached document. The SWC may contract for activities covered in the focus areas detailed within this document. The intent of the BAA is to investigate and develop concepts and technologies that will enable the Space Innovation Development Center (SIDC) to meet current and future Air Force warfighter space needs. The goal is to develop technologies that provide the best possible space capabilities for the warfighters, when and where needed, in the most cost-effective manner. White papers and subsequent proposals can cover either development of new capabilities for potential 3600 Research & Development (R&D) acquisitions or leverage off of existing capabilities for 3400 Operation & Maintenenace (O&M) acquisitions. Please closely follow the directions in the BAA regarding submission of white papers and do not submit a formal proposal at this time. It was determined that specific funds would not be set aside for Historically Black Colleges and Universities. However, should potential white papers be accepted from those institutions, and adequate funding become available, proposals will be requested from them.
