Description
FedBizOps Synopsis - Airport Ground Support for Air Evacuations Within the U.S. The Department of Homeland Security/ Federal Emergency Management Agency (FEMA) is seeking information that may assist the government in acquiring the services of the private sector to assist in establishing the capability to provide large-scale evacuation airport ground support. Specifically, FEMA is soliciting information to determine the availability of capable contractors that can develop, deploy, and operate such a capability. This is a Request for Information (“RFI”) only. It is issued solely for information and planning purposes. It does not constitute a Request for Proposals (“RFP”) or a promise to issue an RFP in the future. This RFI does not commit the government to contract for any supply or service whatsoever. FEMA reserves the right to accept, reject, or use without obligation or compensation any information submitted in response to this RFI. The U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. Since much of FEMA’s recent planning efforts have focused on the New Orleans International Airport (MSY) and developing the capability to assist in the safe and timely precautionary mass evacuation of the Critical Transportation Needs (CTN) and general (ambulatory) population, to pre-designated host states in the event of a major disaster, this RFI will generally focus on MSY and the Gulf Coast Region. FEMA is considering creating a service area for this contract that would be inclusive of FEMA Region IV that includes the states of AL, GA, FL, KY, MS, NC, SC and TN as well as FEMA Region VI that includes the states of AR, LA, NM, OK and TX. The contractor would be required to accept an order placed for a location within the service area. FEMA could place an order for services outside the contract service area, if the contractor agreed to accept such an order. FEMA considering awarding an Indefinite Delivery Indefinite Quantity (IDIQ) commercial contract to a successful offeror for airport operations services to include “above the wing” passenger services, as well as “below the wing” ground support. Initial efforts may include operational planning and will focus on MSY. The potential contractor would also be expected to capable of receiving alerts, mobilizing, and deploying in order to assist in the evacuation of 20,000 CTN passengers during a 28 hour window within a hurricane disaster response planning timeline. FEMA is using a one year base period and four possible options of one year each for a total period of performance of sixty (60) months. Actual services would be acquired by placing an order against the contract. FEMA is currently considering a full and open competitive acquisition. If FEMA does elect to obtain services from the private sector, a full and open competitive procurement to all eligible offerors is being considered. The award of both firm fixed price and a time & materials contract line items is anticipated. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All inquiries must be submitted in writing or electronic mail to the point of contact (POC). No responses shall be accepted after 12 June 2008.
