- Description
- The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Ecology and Environment, Inc., Rosslyn Center, 1700 North Moore Street, Arlington, VA for storm water monitoring, and wastewater monitoring, sampling and technical support to comply with WSSC permit requirements, Andrews AFB, Maryland. The sole source determination is based on the need that Ecology and Environment, Inc. has unique qualifications for performing the required tasks since they are currently performing these tasks for Andrews AFB. Ecology and Environment will have four years experience performing the support after completing the current reporting period requirements. As a result of their experience, Ecology and Environment, Inc. has intimate knowledge of the operations and procedures required at Andrews AFB. Due to the nature of the primary mission of Andrews AFT, Ecology and Environment, Inc.'s knowledge is essential to effectively and efficiently fulfill contract requirements. Ecology and Environment has successfully negotiated with WSSC on the content and formatting required for the report to WSSC. Learning these procedures and successfully negotiating with WSSC requires a great deal of time; Failure to submit mandatory reports in a timely manner would result in regulatory enforcement actions by WSSC. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is within the discretion of the Government. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by 06 June 2008 will be considered by the Government.
