- This Sources Sought (SS) Notice is for information and planning purposes only. The purpose of this SS is to identify qualified sources (i.e. small businesses, 8a firms, small disadvantaged businesses, hub zone businesses, large businesses, etc.) that are interested in and capable of performing the work described herein. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this SS and any follow-on information requests. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. DESCRIPTION: The United States Coast Guard Command and Control Center located in Portsmouth, VA is seeking qualified sources for a requirement to replace high intensity maritime searchlight systems on the 270 foot Medium Endurance Class Cutters (270' WMEC). The Government intends to purchase a quantity of 15 searchlights system manufactured by Carlisle and Finch, Part number XE9666-AHMRF, brand name or equivalent. The North American Industry Classification System (NAICS) 335129 applies. The Small Business Administration Size Standard is 500 employees. Detailed description requirements follow: 1.0 REQUIREMENT OPERATIONAL CHARACTERISTICS - 1.1The searchlight shall be capable of producing a nominal 80 million beam candlepower. 1.2The searchlight shall be capable of being controlled by an electrical remote with the following controls and indicators: 1.2.1Power on /off 1.2.2Beam focus 1.2.3Azimuth and elevation control (variable or proportional speed control) 1.2.4Light on indicator 1.2.5Position indicator (optional) 1.3The system shall be capable of connection to multiple controllers (maximum of 3). 1.4The searchlight shall be capable of rotating a full 360 degrees – 180 degrees either side of the bow. (non-continuous rotation). 1.5The searchlight shall be capable of being equipped with an optional infrared filter for covert illumination of objects. 1.6The searchlight shall have internal thermostatically controlled heater elements to prevent accumulation of ice. 1.7The searchlight shall be capable of manual operation in the event of a drive motor failure. 2.0REQUIREMENT PHYSICAL AND TECHNICAL CHARACTERISTICS The 270 WMEC high intensity searchlight system shall be composed of four primary components which include the light and pedestal assembly, power supply / ballast, position indicator and one or more electrical remote control panels. The system shall also comply with the following additional characteristics: 2.1Physical Characteristics 2.1.1 Weight of the light and pedestal shall be less than 200 pounds. 2.1.2The light and pedestal shall be a minimum of 42 inches and maximum of 60 inches in height. 2.1.3The base or mounting surface of the light and pedestal shall not exceed 22 inches in diameter or width. 2.1.4The power supply / ballast shall be as compact and light weight as possible. The overall weight shall be limited to 225 lbs including mounting hardware. 2.1.5The power supply shall be capable of installation up to 100 feet from the light and pedestal. 2.1.6All cables provided with the searchlight system shall be rated as “low smoke – non halogen”. 2.1.7All switches, controls and indicators shall be sealed to protect contacts and sensitive circuits from moisture. (Note: Controllers will be installed inside the vessel’s pilothouse however they will be subject to high humidity and salt air environment.) 2.2. Electrical Characteristics: 2.2.1 The system shall operate on nominal 440 volt three phase ship’s power. 2.2.2Circuits shall be fused or have circuit breakers for each leg of primary power. 2.2.3The light and pedestal assembly shall be equipped with thermostatically controlled heaters. 2.3Environmental Characteristics: 2.3.1The searchlight and pedestal assembly shall be of suitable design and be manufactured with non corrosive materials. Enclosures and housings exposed to the topside maritime environment shall be marine grade aluminum and/or stainless steel. 2.3.2 The searchlight and pedestal assembly shall be of spray tight and suitable for continuous exposure to salt spray and wind driven rain. 2.3.3 The searchlight and pedestal assembly shall be powder coated with white gloss paint suitable for exposure to the maritime environment. 2.4Maintenance and Support: 2.4.1The searchlight system shall be of a design that is easily maintained by government personnel. Skills typically available on Coast Guard cutters vary from junior technicians (entry level) through journeyman with 10 years of electronic / electrical maintenance experience. All maintenance actions shall be accomplished using standard hand tools and common electrical test equipment. 2.4.2The searchlight vendor shall recommend an onboard repair kit consisting of those items critical to maintaining operational availability for a period of 90 days. The parts kits shall include as a minimum, a set of fuses, lamps, spare searchlight bulb and mechanical parts that are subject to continuous wear. 2.4.3The searchlight vendor shall provide an operator / maintenance manual with each system delivered. These manuals shall include all internal wiring diagrams, theory of operation, maintenance procedures and a detailed parts list. The manual may be in electronic or paper format. Manuals prepared in electronic format shall be readable using standard software (Adobe pdf) or web browser interface. In addition to the operator and maintenance manual the vendor shall provide installation control drawings or documentation necessary for shipboard installations. REQUESTED INFORMATION REQUIRED: 1.
