- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for cleaning, abrasive, blasting, painting, powder coating, and inspection services for a variety of products and varying quantities. Samples of the products include aluminum and steel hydraulic manifolds; steel and stainless steel hydraulic valves; stainless steel hydraulic cylinders; hydraulic motorsl aluminum I-beam frameworks; and various steel components. Weights of items range from 1 to 2000 pounds, surface areas range from 1 square inch to 10,000 square inches, lot sizes will vary. The services will include: 1) cleaning and degreasing; 2) metal preparation; 3) abrasive blasting; 4) painting; and 5) powder coating. Services will be performed at the Contactors Facility, these services are considered to be commercial services. It is anticipated that at least two (2) Blanket Purchase Agreements (BPAs) will be issued as a result of this solicitation. The maximum yearly amount for the total of all BPAs issued shall not exceed $25,000.00 and the minimum guarantee for each BPA shall be $1,000.00 for the base year. The resultant agreement will include a base plus four option years, prices will be negotiated for each delivery order. The applicable NAICS code for this requirement is 811310 and has a size standard of $6.5M. The procurement is a small business set-aside. It is anticipated that the solicitation will be available for download on or around 10 June 2008. The closing date of the solicitation will be 1 July 2008, unless a later date is specified in the solicitation. The offeror must have a current registration in the DoD Central Contractor Registration database (http://www.ccr.gov). The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and is also available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
