Description
This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Walla Walla, Corps of Engineers to identify contractors for the rehabilitation of Falk 1287YBX@ - S Speed Reducer Gear Box (hereafter called Gear Box). Both Large & Small Businesses are encouraged to participate. However, this Sources Sought Synopsis will, in part, assist the USACE in determining set-aside potential. Requirement Contractor shall pick up Falk brand speed reducer, model # 2187YBX2-S, and spare parts at Lower Granite Dam for transport to Contractors facility. The speed reducer has been drained of all lubricating oil. Upon arrival at the facility, the contractor shall clean the exterior of the gearbox, disassemble the inner workings, and thoroughly clean the interior of the box and all components for examination. The contractor shall remove of and dispose of all bearings, seals, and hardware. The empty housing shall be reassembled and the bores shall be inspected against original specifications and tolerances. A formal condition report shall be submitted to the government for review. Contained in the Housing Condition Report shall be the structural condition of the housing, the alignment of bores, acceptability of bore diameters, bearing and seal surface conditions as well as a recommendation on the ability to reuse the current housing and/or work necessary to return the housing to like new condition. The Contractor shall perform nondestructive testing (NDT) on all power transmission components. The method of NDT to be used shall be magna-flux, ultrasonic and/or dye-penetrant testing as dictated by the part profile. Power transmission components include: the high speed input bevel gear/shaft, the mid speed bevel, shaft and pinion, low speed shaft and bull gear and all load bearing surfaces and high stress areas of the reducer housing. All wear and damage shall be photo documented. A Power Transmission Condition Report shall be compiled that will state the condition of the part, the ability to reuse the part and if the part is not usable in the current condition, the salvageablity of the part. Included with the shipment of the gearbox will be an assortment of spare parts. The spare parts that accompany the gearbox shall be inspected visually/non-destructive testing as appropriate in order to determine suitability for use. The majority of the spare parts are unused. If used they are noted in the accompanying list. The parts shall be cataloged on the attached list with a part number and description associated. The contractor shall return the unused parts with its associated part number clearly written or sprayed on the packaging. After the disassembly, housing and inner works inspection, and the spare part inspection, Contractor shall restore the gear box to like-new condition. The existing spare parts shall be utilized where applicable. Parts that are not used shall be returned to Lower Granite Dam. If it is a part that can be utilized in the Falk 2187YBX-2 speed reducer its respective part number shall be provided. It is anticipated that Lower Granite has all spare parts required. In the event that a necessary part is not included Contractor shall notify Walla Walla district COE in a timely manner. The speed reducer shall be reassembled, painted, and the name plate and lubrication plate be replaced with new. Prior to shipment, bi-directional full speed, no load, test shall be performed on the speed reducer in order to establish a baseline for future comparison. The duration of the speed no load test shall be 90 minutes minimum. Gear contact patterns, sound level, temperature, oil pressure, flow levels and other operational characteristics shall be checked and recorded. Documentation of all shop testing shall be included with the operation and Maintenance Manual. The contractor shall provide a minimum of 14 days notice prior to performing tests in order to allow for a government representative to witness. The speed reducer and unused spare parts shall be returned to Lower Granite dam. The Contractor shall cover the speed reducer with an18 month warranty on labor and workmanship. Two copies of an Operation and Maintenance Manual which provides detailed startup and operating procedures, lubrication instructions, installation and alignment procedures, routine maintenance requirements and procedures, speed no load test results, complete detailed procedures for disassembly and assembly of the reducer, parts list for all parts detailed, assembly drawings of the reducer showing all parts, suppliers for all parts, settings and adjustment for protective devices, and a list of all tools, handling devices, and spare parts furnished shall be included. In the response, provide business size and a Point of Contact. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis.
