Description
The previous SOURCES SOUGHT SYNOPSIS for this solicitation is modified. The following changes apply: The NAICS code has changed from 541330 to 562910 (Environmental Remediation Services), with a size standard of 500 employees. All parties who previously submitted a capabilities package please reconfirm your size standard under this new NAICS code via email. Any new interested parties must submit a complete capabilities package via email. See information below for details. All previous information in this sources sought remains unchanged. This is not a request for proposal. The 61st Contracting Squadron is contemplating a solicitation for an Architect-Engineer (A-E) and Environmental Engineering Services contract. The government anticipates conducting a competitive acquisition for this requirement. The performance period will consist of one base year with options to extend up to four additional years, for a possible period of five years. The magnitude of this contract is anticipated to not exceed $15,000,000.00; this is an aggregate value that includes the base year and each of the four option years. Options will be exercised as funding becomes available. This notice is full and open to all businesses that can meet the requirement. The North American Industry Classification System (NAICS) for this acquisition is 562910 with a size standard of 500 employees. This requirement is for all Engineering and Environmental services, task and functions to support Los Angeles AFB (LAAFB) located in El Segundo CA and supported off-base sites (all contractor manpower must work out of the main El Segundo, CA location). The contractor will provide all engineering and environmental support services in support of the Environmental and Engineering programs and will function as an integral part of the 61st Civil Engineer and Logistics Squadron. The firm must be capable of performing multiple simultaneous projects. The Contractor shall also provide technical guidance to the base maintenance Contractor to perform task orders. The Contractor shall assist the Air Force to ensure the project’s Contractor is in compliance with project performance specifications throughout the life of the project. Primary technical services will be performed by individuals who a credentialed/licensed members of architectural, science and engineering professions. Generally, a credentialed professional (a) is licensed (e.g. registered professional engineer) to practice in the state where a facility is located and (b) commands the necessary expertise it terms of knowledge and expertise to undertake a specified task. An environmental professional’s specific expertise may be realized through certification that is compliant with the American Society of Testing and Materials (ASTM) Standard E1929-98, “Standard Practice for the Assessment of Certification Programs for Environmental Professionals: Accreditation Criteria” (e.g., DEE, CHMM, QEP, CIH). The Contractor shall provide Civil, Electrical, and Mechanical Engineering Services, Community Planning and Programming, Environmental/Construction Management/Oversight and Inspection Services, Computer-Aided Design Drawings (CADD) Services, Administrative and Clerical Services, and Real Property Management and Space Planning Management Services to LAAFB. The Contractor shall also provide a full range of management services associated with conventional design for construction of facilities of interest to the government. These efforts include planning, programming, studies, investigations, interior design services, and other services not associated with a specific construction project. Engineering services include design, construction management and programming. Design: The contractor shall provide design services to include but not limited to contract A&E design management, maintainability review, constructability review, detailed cost estimate preparation, project statement of work (SOW) preparation, field condition analysis and any other service necessary to ensure the funding and execution of an adequate design. The contractor shall not be required to produce designs greater than 35% for any project. The contractor shall perform as the lead design agent for all non-MILCON projects. For MILCON projects the contractor shall function as the owner’s agent. The contractor shall conduct technical reviews of any design affecting LAAFB facilities or infrastructure. The contractor shall track design updates in the Automated Civil Engineer System–Project Management (ACES-PM) database. The contractor shall ensure all designs meet Federal, State, local, Air Force, HQ AFSPC, and LAAFB design criteria and standard commercial practices. The contractor shall ensure project plans and specifications are certified by a registered Professional Engineer or Registered Architect when required. The contractor shall ensure all projects have 35%, 65%, and 95% design reviews with the customer/user and other base functions, as appropriate. The contractor shall plan/schedule all projects designed 1 year prior to their programmed year of execution. The contractor shall maintain a design schedule for all projects. The design schedule is subject to the approval of 61 CELS. The contractor shall maintain as-built drawings for all areas of LAAFB. The contractor will receive the most recent base drawings at the start of the contract and shall is for incorporating all construction updates into these drawings. The contractor shall maintain an organized electronic and hard copy archive of these drawings and shall provide drawings as needed. The contractor shall make presentations in The contractor shall provide support in writing SOW’s for A-E and SABER contracts as required by 61 CELS. Construction Management: The contractor shall perform construction management activities to include site inspections, inspection documentation, contract management, project folder maintenance, field decisions, contract change orders, project closeout procedures, and any other service required to ensure a complete and usable product is provided to 61 CELS at the completion of the construction contract. The contractor shall make updates to project in the ACES-PM database. The contractor shall ensure all construction activities comply with all OSHA and Environmental regulations. The contractor shall ensure construction activities comply with the approved design for each project. The contractor shall ensure all construction activities comply with base standards to include, but not limited to, those set forth in the LAAFB Facilities Excellence Plan and Base General Plan. The contractor shall plan/schedule all projects to ensure they are completed within the designated period of performance. The contractor shall coordinate all construction activities with base agencies, as applicable, and shall maintain a construction schedule to include all projects awarded. The contractor ensures all project documentation is organized in the designated project folder and that the ACES-PM database is fully updated before starting the closeout process. At a minimum, all project folders should contain as-built drawings (electronic version), warranty documents, contract (to include all modifications), funding documents, and DD1354. Programming: The contractor shall program all engineering projects for LAAFB in the ACES-PM database. The contractor shall prepare and submit all DD1391’s and other pertinent programming documents that are required to support projects for LAAFB. The contractor shall respond to all programming data calls and suspenses set forth by 61 CELS and AFSPC and shall meet the requirements detailed by each suspense. The contractor shall act as the secretary for the Facilities Board meeting. The contractor shall function as the Real Property Officer (RPO) and shall maintain all real property records for LAAFB in accordance with all applicable Air Force regulations. The contractor shall prepare and manage all in/out-grants and shall coordinate with on and off base agencies as necessary to ensure currency. The contractor shall prepare and manage all real property forms to include, but not limited to, Change in Use, Facility Disposal, Memorandums of Agreement (MOAs), and Memorandums of Understanding (MOUs). The contractor shall conduct and document facility inventory inspections as required by Air Force regulations. The contractor shall prepare a response to the McKinney Act on a quarterly basis as dictated by Air Force regulations. The contractor shall function as the Space Allocation Manager (SAM) for the base. The contractor shall act as the secretary to the Space Allocation Board and shall prepare for the meetings as directed by the LAAFB Space Allocation Board Charter. The contractor shall respond to all space allocation requests and shall prepare options for solutions to the Space Allocation Board for approval prior to rearranging any space. The contractor shall function as the base community planner and shall be responsible for coordinating on all issues involving the overall layout of the base. The contractor shall maintain and update the LAAFB Base General Plan and LAAFB Facilities Excellence Plan in accordance with all applicable Air Force regulations. The contractor shall conduct services in support of energy management for buildings, operations, vehicles and equipment. This will be a comprehensive approach to energy efficiency, including evaluation and assessment, life-cycle cost analysis, optimization of systems, guidance on technology identification, and project evaluation and verification to include energy efficiency, renewable energy, and water conservation projects. This may include protection of air quality, reduction of emissions, and conservation of water, increased availability of emergency power during outages, enhancement of energy supplies and the improvement of reliability through distributed energy resources, and education of the installation population and surrounding community about smart energy choices. Tasks may include: development of energy savings and conservation programs and procedures for utility savings, including water, gas, and electricity; development of energy awareness programs; coordination with outside utility and military agencies including Edison, AAFES, etc; establishment of usage and operation standards throughout LAAFB including all supported off-site properties. Management of the base Energy Conservation Investment Program (ECIP) to include development of new projects, SOWs, estimates and project management. The contractor shall ensure that LAAFB is compliant with all Federal, State, Local, and Air Force environmental regulations. The Contractor shall provide support for environmental management, engineering, and science technology, including the development of training materials, curriculum, and testing methods. The contractor shall analyze existing training programs, evaluate effectiveness, and recommend and implement strategies for improvement. The contractor shall submit a report from the ACES-PM database on the status of their current year and current year +1 projects. The contractor shall appoint a project manager for each environmental project and shall be responsible for performing project/construction management activities. Environmental services include pollution prevention, compliance, and conservation. Pollution Prevention: The contractor shall implement the pollution prevention program in accordance with AFI 32-7080. Perform on-site customer training on proper recycling techniques as required. Attend and brief various management meetings as needed, Qualified Recycling Program (QRP), ESOHC, etc. Annually update and maintain the Integrated Solid Waste Management (ISWM) Plan at LAAFB. Monitor a non-hazardous solid waste diversion program in accordance with the DoD Non-hazardous Solid Waste Diversion Rate Measure of Merit. Ensure the disposal of non-marketable materials from processing recyclable materials at an off-base facility. The contractor shall implement and manage the base rideshare program. The contractor shall provide base commuter coordination in compliance with South Coast Air Quality Management District (SCAQMD) Rule 2202 and validation of transportation subsidies as described under Executive Order 13150. The contractor shall implement the Annual Vehicle Ridership (AVR) Survey for the base and shall tabulate the data to ensure compliance with SCAQMD regulations. The Contractor shall conduct sampling/analysis, investigations/studies, and collect data as necessary to verify compliance with state, local, and federal regulations. The Contractor shall maintain an up-to-date inventory record of chemicals on LAAFB as required by the EPCRA. The Contractor shall prepare and submit to the government the annual EPCRA/Toxic Release Inventory (TRI) reports. The Contractor shall interface with federal, state, and local officials as required in support of the authorized hazardous materials management programs and comply with all DoD Hazardous Materials programs. Specifically, the Contractor shall ensure HAZMAT Program compliance to include all required training, waste collection, emergency response, and all notifications and reporting required by federal, state, and local regulations. Ensure compliance of the installation Hazardous Material Management Process program IAW AFI 32-7086 and applicable HQ AFSPC supplements and guidance. The Contractor shall establish and maintain a cross-functional Green Procurement Program (GPP) under the installation’s ESOHC to promote and implement affirmative procurement initiatives across LAAFB, and develop and maintain a GPP Plan in accordance with RCRA Section 6002 and HQ AFSPC APP Policy and Guidance to promote the purchase of recycled-content products. The Contractor shall implement the base Storm Water Pollution Prevention Management Program in accordance with all the requirements in the National Pollution Discharge Elimination System (NPDES) Storm Water Permit. The contractor will annually update and maintain a Storm Water Pollution Prevention Plan, monitor its implementation, and assure compliance with all storm water permits Compliance: The Contractor shall conduct sampling/analysis, investigations/studies, and collect data as necessary to verify compliance with state, local, and federal regulations. The Contractor shall comply with all regulations governing the control of hazardous waste from its origin to ultimate treatment, storage, or disposal, such as Resource Conservation and Recovery Act (RCRA), Hazardous and Solid Waste Act (HSWA), and AFI 32-7042, Solid and Hazardous Waste Management. Specifically, the Contractor shall develop, implement, and maintain a Hazardous Waste Management Plan (HWMP), which will be approved by the Environmental Safety and Occupational Health Council (ESOHC). Coordinate updates (annually) for a Waste Analysis Plan (WAP) to identify, sample, and analyze waste streams from new and on-going processes. Prepare and submit to the government the Biennial EPA Hazardous Waste Report. Prepare and submit for government signature bills-of-lading, manifests or other documentation necessary for hazardous waste disposal and maintain records of disposal actions. Oversee the disposal of Hazardous Waste generated by LAAFB activities in accordance with (IAW) state and federal regulations. Ensure that installation hazardous waste generators including all base operations properly collect and handle the waste streams they generate, and track the containers from cradle-to-grave. Provide technical assistance and hazardous waste training for personnel who handle or manage hazardous waste on LAAFB and supported off-base sites. Provide supplies, storage containers and specialized equipment to support hazardous waste activities. Sample and analyze waste streams as necessary to prepare Hazardous Waste Profile Sheets and as required by disposal facilities. The Contractor shall perform activities and analyses including, but not limited to management of the local program, development of Environmental Management System (EMS) program related guidance and perform internal and external evaluations of EMS programs encompassing all applicable EMS protocols, assessment of evaluation results, and correction of deficiencies. The Contractor shall develop implementation plans and strategies enabling installations and/or customers to adopt EMSs based on ISO 14000 or the Code of Environmental Management Principles (CEMP). The Contractor shall maintain and update a Pest Management Plan. The Contractor shall ensure LAAFB maintains compliance with pest management regulations and shall be responsible for reporting requirements. The contractor shall maintain a hard copy and an electronic database of all sampling that has occurred for asbestos, lead-based paint, and PCBs. The Contractor shall perform services necessary to identify the presence of asbestos-containing material (ACM) in facilities and equipment, and plan for its removal, encapsulation, or enclosure in compliance with applicable regulations such as the Clean Air Act (CAA) and Asbestos Hazard Emergency Response Act (AHERA). The Contractor shall implement controls and protocols to minimize occupational exposure to asbestos in accordance with AFI 32-1052, Facility Asbestos Management and other applicable laws and regulations. The Contractor shall perform services in compliance with the current version of AF Policy and Guidance on Lead-Based Paint (LBP) in Facilities and all regulations governing LBP and other lead issues. The Contractor shall provide PCB-related services in accordance with Toxic Substance Control Act (TSCA) such as surveys of equipment and materials, record searches to determine the levels (i.e., whether they are regulated amounts) of PCBs that are present, and provide documentation of safe and compliant removal and disposition of PCBs. The contractor shall implement and manage the Air Quality Program including permits, registration, testing, record-keeping, and reporting. These shall include activities such as air quality monitoring, data collection, preparing facility operating reports, updating and maintaining records, and other activities required by installation air permits and federal, state, and local air quality regulations. The Contractor shall annually update a Spill Response Plan and monitor its implementation. The Contractor shall be responsible for performing services at the base to ensure compliance with wastewater regulations including sanitary and industrial wastewater and any other reclaimed or recycled wastewater. The Contractor shall annually update and maintain a Storage Tank (underground and above-ground) Plan and monitor its implementation. The Contractor shall keep required tank permits. The Contractor shall provide management of all aboveground and underground storage tanks. The Contractor shall provide management and oversight for all Environmental Baseline Surveys (EBS) and Environmental Impact Analysis Process (EIAP) documents to include management and coordination of documents for signatures. The Contractor shall perform activities and analyses including management of the local program, annual internal and tri-annual external evaluations encompassing all applicable ESOHCAMP or The Environmental Assessment Manual (TEAM) protocols, assessment of evaluation results, and correction of deficiencies at each designated installation or facility. The Contractor shall prepare and submit to the government a Management Action Plan to close Open Enforcement Actions (OEAs) (currently there are zero OEAs). The Contractor shall monitor its implementation/progress as required. The Contractor shall manage, conduct, staff, and coordinate internal Environmental Safety Occupational Health Compliance Assessment and Management Program (ESOHCAMP) audit annually when there is no external ESOHCAMP. The Contractor shall support and coordinate external ESOHCAMP when scheduled and close any existing findings. The Contractor shall be responsible to oversee the implementation of the Management Action Plan to close ESOHCAMP Findings. Conservation: The Contractor shall annually update and maintain an Integrated Cultural Resources Management Plan, monitor its implementation, and assure compliance with all plan recommendations. The contractor shall coordinate with the State Historic Preservation Office (SHPO) on all issues relating to the historic district at Fort MacArthur. The Contractor shall annually update and maintain an Integrated Natural Resource Management Plan, monitor its implementation, and assure compliance with all plan recommendations. The Contractor shall provide the environmental support for the implementation of restoration, pollution prevention, compliance, and conservation environmental projects. These efforts include planning and programming, program management, studies, operations support (including researching requirements, data gathering, and permit preparation), investigations, evaluations, consultations, conceptual design, value engineering, and operation, monitoring, and optimization of environmental treatment or control systems. The Government will furnish the contractor the following office space in building 272, 3rd Floor, 61 CELS area, up to 22 cubicles. The government will provide official use only Internet access through the government provided Local Area Net (LAN). Potential firms must register with the Central Contractor Registration (CCR) (http://ccr.gov). and Online Representations and Certifications Application (ORCA) (http://orca.bpn.gov) to be eligible for this requirement.
