- NASA/KSC has a requirement for the Teamwork Server collaboration utility tool andits annual software assurance. This software is used with MagicDraw UML modeling softwarethat allows the individual developers to work simultaneously on the same UML model. In addition, two 1-year option are required to provide annual assurance for the MagicDrawenterprise edition and the Magic Draw teamwork server. Pursuant to FAR 13.106 (b) NASA/KSC intends to purchase these items from No Magic Inc.,as this modeling tool is currently being used at NASA-KSC to design the ConstellationLaunch Control System software components. The UML model produced has a proprietaryformat for managing the contents of the model. The Launch Control System (LCS) willbenefit from the simultaneous access to the UML model, this provides a serial access tothe UML model allowing parallel development and reducing risk to delivery schedules.therefore, no other vendors product is compatible with the modeling tool. NASA/KSC intends to purchase these items from No Magic Inc. without full and opencompetition as permitted pursuant to 10 U.S.C, 2304 (c) (1) and/or other authority asappropriate, because the services and/or supplies required are available from only oneresponsible source and no other type of supplies or services will satisfy the agencyrequirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 08, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
