- Western Area Power Administration (WAPA), Desert Southwest CustomerService Region (DSW) intends to issue a contract on a sole-source basis to Open Access Technologies, Inc. under the authority of 41 USC 253 (c)(1) only one responsible source to provide a 24 x 7 subscription-based electronic tagging, scheduling, trading and OASIS services. The services must be industry regulation and standards of conduct compliant, highly reliable, responsive, and capable of integrating and interacting real-time with our participants third party system. NAICS 541512. The basis for the sole source award to Open Access Technologies, Inc is outlined in the Single Source Justification attached below labeled "JOFOC draft". The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and submit a capability statement in response to this requirement, which shall be considered by the agency. This notice of intent is not a request for competitive quotes or proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses are due June 9, 2008 by 12:00 PM local time to Department of Energy, Western Area Power Administration, Desert Southwest Region, P.O.
