- This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Inspector General (OIG) is conducting market research to determine potential sources with the availability and level of expertise in conducting manpower analysis of large multi-disciplinary organizations and to provide statistical, fact-based analysis of the manpower (staffing levels) necessary to carry out EPA operations and functions. This source sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. This is a request for interested potential offerors to submit a brief capability statement demonstrating qualifications in the areas mentioned above. Submissions shall be limited to no more than ten (10) pages. Standard brochures will not be considered a sufficient response to this notice. Submitted capability statements should include the following: (1) name and address of firm; (2) a detailed description of similar work performed; (3) business size, including average annual revenue for past three years and number of employees; (4) ownership, indicating the following applicable business types: large, small, small disadvantaged, 8(a), woman-owned, HUBZone, veteran; and/or service disabled veteran owned; (5) company point of contact, including name, title, phone, fax and e-mail address. The North American Industry Classification System (NAICS) code for this procurement is 541611 and the small business size standard is $6.5 million. The method of competition will be determined after all responses to this notice have been evaluated. Businesses should submit an electronic copy of the requested information to Contracting Officer Bradley Austin, at austin.bradley@epa.gov no later than June 23, 2008, 3:00 p.m. No feedback will be provided regarding individual capabilities statements. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls and/or requests for a solicitation will be accepted or acknowledged.
