Description
Pursuant to the information distributed in a previous Sources Sought Notice dated February 6, 2008, the Department of State’s Bureau of African Affairs intends to release a competitive solicitation SAQMMA08R0237 for the recompete of the AFRICAP program within 15 days of this notice. This notice does not bind the US Department of State to any agreement written or implied. In the interim, all interested Offerors should plan on having no more than two persons per company attend the following Pre-Proposal Conference on Monday, June 23rd, 2008, from 1:00 pm to 5:00 pm in Conference Room # 1107 at the U.S. Department of State, 2201 C Street NW, Washington DC 20523. This room is located on the first floor to the left as one enters the C Street main entrance. Offerors should also be aware of the following information: 1.Except for the pre-proposal conference, questions will only be answered if they are submitted in writing with the name and solicitation number listed on the request. 2.Except for the pre-proposal conference, program office personnel are not authorized to discuss the solicitation with contractors or third party personnel. 3.Due to limited resources, the Government will be unable to meet individually with contractors. Communication with the Government is limited to written questions submitted to the designated POC. 4.Questions asked and answered at the pre-proposal conference will be posted by Amendment in FEDBIZOPPS. All other questions asked and answered will also be posted periodically in FEDBIZOPPS. Questions submitted within 15 days of proposal due date may not be answered in time. The Government will make every attempt to answer all questions but has no responsibility for questions submitted within 15 days of proposal due date. 5.All questions are to be submitted in writing directly to the POC identified below. The Government is not responsible for questions submitted to anyone other than the official POC. 6.The Government is unable to reschedule the pre-proposal conference. The designated date and time listed in this announcement will be the only pre-proposal conference. 7.Due to the multiple sites involved, site visits will not be conducted. The Government will also not sponsor any contractor visits to any overseas locations. 8.All participants should allow up to 45 minutes to get registered at the front desk and be escorted to the conference room. Also they are only allowed in the conference room and need to check out immediately following the conference. 9.Instructions for attending the pre-proposal conference: All participants interested in attending the pre-proposal conference are required to forward to the POC below (no later than 4pm (EST) Friday, June 13, 2008): 1) their full names, 2) the company they represent, 3) telephone and email contact information, 4) their date and place of birth, 3)drivers license #, passport # or SSN, and 4) citizenship. Offerors are reminded that due to limited space in the conference room attendance is limited to two representatives per company. This should not be construed as a commitment on the Department of State to maintain an official bidders’ list.
