- Provide all labor, materials, engineering, and supervision necessary to construct an approximately 120,000 SF Commissary Facility at Ft. Bliss, Texas (El Paso County). The Commissary will be complete with sales furnishings including meat, dairy, frozen, produce, fish, deli, bakery, grocery departments and refrigerated display cases, pre-fabricated coolers and freezers, electronic checkout registers, receiving area, loading dock, meat and produce preparation areas, cold and freeze storage and other supporting areas. Exterior support includes tying into the existing utilities, services, and communications system, and providing pavement for delivery trucks and car parking. Project will include walks, curbs, gutters, storm drainage, site improvements, and landscaping for a complete and usable facility. The North American Industrial Classification System (NAICS) code applicable to this project is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $31 Million. This acquisition is unrestricted (open to both large and small businesses). Estimated solicitation issue date is on or about June 20, 2008 under solicitation number W9127S-08-R-6006, with proposals due of or about July 22, 2008. The Government intends to conduct a Pre-Proposal Conference, details regarding the Conference will be provided in the solicitation. The solicitation will be a negotiated acquisition. There will be no public bid opening. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractor’s responsibility to check the following address daily for any posted changes to this solicitation. For security reasons, all specifications, technical and engineering data related to this solicitation will be distributed using explicit access in FedBizOpps at https://www.fbo.gov. All offerors are encouraged to visit the Armys Single Face to Industry Website at https://acquisition.army.mil/asfi to view other business opportunities. Offerors must be registered with the Central Contractor Registration (CCR), in order to be granted access to the solicitation documents and to receive a Government contract award. The award decision will be based upon the offer that is the Lowest Priced Technically Acceptable proposal received from a responsible contractor.
