Description
Sources Sought Notice for planning purposes only: FA8601-08-R-0030 Upgrade Room W287, Facility 10856. The purpose of this notice is to identify potential 8(a), HUBZone, or Service Disabled Veteran Owned Small Business (SDVOSB) firms who possess capability and experience to provide to accomplish the work described below to be performed at Wright-Patterson Air Force Base (WPAFB), OH. This could result in a 100 percent set-aside for one of these types of firms This is not a notice of solicitation issue. This Sources Sought Notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Governments acquisition approach. Room W287 is located in the National Air and Space Intelligence Center (NASIC), Facility 10856, which is designated as a Sensitive Compartmented Information Facility (SCIF). The project scope consist of all demolition and construction required to convert room W287, approximately 12,000 SF, from a computer room to office space. Heating, ventilation, air conditioning, power, lighting, computer cabling, and communication systems shall be modified for office use. Carpet, ceiling, lighting, walls, doors, access flooring, fire protection, painting and finishes shall be upgraded. The new office space shall be divided into three distinct areas; a large office area; a Special Access Room (SAR); and a Multiplex Communications Room (MUX) which houses communications and computer support. Square footage (SF) requirements for the SAR is approximately 900 SF and approximately 1500 SF for the MUX. The remainder of the area is office space which will house approximately 120 workstations. The North American Industry Classification System (NAICS) code is 236210. Prime contractors who are 8(a), HUBZone or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following information by 4:00 p.m. (local Dayton, OH time) on 12 June 2008: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;(2) Date of 8(a), HUBZone and/or SDVOSB certification; and(3) Listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers;(4) Evidence of capability to be bonded for bid, performance and payment bonds;(5) If your firm is an 8(a) or HUBZone considering a joint adventure, your firm will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. Firms interested should provide the above documentation, in one original and one copy. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested 8(a), HUBZone or SDVOSB concerns. Responses shall be limited to 5 pages. Failure to submit all information requested would result in a contractor being considered not interested in this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities. The solicitation/RFP will be issued electronically. It will be posted on the Federal Business Opportunities (FedBizOpps) website at: http://www.fedbizopps.gov/ and the Wright-Patterson AFB Pre-Award Information Exchange System (PIXS) website at: http://www/pixs/wpafb.af.mil/. NO HARD COPIES WILL BE ISSUED FOR ANY REASON. The Department of Defense (DoD) has determined the Central Contractor Registration (CCR) to be the Single DoD registration for contractors who conduct business or who are interested in conducting business with the Department. Defense procurement and finance policies require contractors to be registered by for consideration in future solicitations, awards, and payment. DoD contracting officers worldwide will use CCR to identify sources and financial officers will use it to make payments.
