- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is LAQ081039 and the solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular (FAC 05-25) and the Federal Acquisition Regulation (FAR). This is a small-business set-aside procurement under NAISC classification code: 324110, and PSC: 9130. The small business size standard is 500 employees. B. 1. BASE BID ITEMS: Base Bid Item One:Provide 5,000 gallons of AvGas (100 low-lead) fuel, delivered, to the BLM fuel tank site on the FT Yukon airport in FT Yukon, Alaska. Pricing will include applicable excise and delivery charges. Base Bid Item One: $__________ SCOPE OF WORK AND EQUIPMENT REQUIREMENTS:Provide 5,000 gallons of AvGas (100 low-lead) fuel delivered to the BLM fuel tank site on the FT Yukon airport in Ft Yukon, Alaska. Awarded vendor must have hoses or similar equipment to transfers fuel from the vendor's delivery vehicle to the Government fuel holding tanks on the tarmac. It is mandatory that the delivery date be June 4, 2008 between the hours or 8:00am and 5:00pm. BLM personnel will be onsite during the delivery to aid in fuel transfer to the Government tanks. DELIVERY POINT, (FOB):The date and place of delivery and acceptance and FOB point shall be the main airport tarmac at FT Yukon, Alaska June 5, 2008, between the hours of 8:00am and 5:00pm local time. Bureau of Land Management personnel will meet the vfendor's tanker/vehicle at the airport to aid in delivery and fuel transfer. PROVISIONS AND CLAUSES:The Provision at FAR 52.212-1, Instructions to Offers-Commercial, applies to this acquisition. The applicability of FAR 52,212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price; (cost analysis for determining low bidder will be based on total overall bid. Total overall bid means Base Bid Item One= Total overall bid) 2) Additional discounts and/or rebates The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition.
