***** THIS SOLICITATION IS A TOTAL SMALL BUSINESS SET-ASIDE. ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED **** THE DHS SBIR WEBSITE WILL BE INACCESSIBLE FOR AN INDEFINITE PERIOD OF TIME. AS A RESULT, PROPOSALS SHALL BE SUBMITTED VIA E-MAIL PER THE INSTRUCTIONS IN REVISION 1 TO THE SOLICITATION (AS POSTED WITH THIS AMENDMENT). ALL PROPOSERS MUST FOLLOW THE INSTRUCTIONS TO REQUEST A PROPOSAL NUMBER BY 4:30PM Local Eastern Time ON 20 JUNE 2008. FAILURE TO REQUEST A PROPOSAL NUMBER AS INSTRUCTED IN THE SOLICITATION WILL PRECLUDE PROPOSERS FROM FURTHER CONSIDERATION. THE PROPOSAL CLOSING DATE REMAINS 4:30PM Local Eastern Time on 27 JUNE 2008. THE REQUIRED PROPOSAL COVER SHEET AND COST BREAKDOWN FORMAT ARE ALSO POSTED ON THIS WEBSITE. ***** Proposals are sought from small business concerns for participation in the Department of Homeland Security (DHS), Science and Technology (S&T) Small Business Innovation Research (SBIR) Program. The SBIR Program is a three-phase program which implements Public Law 102-564, the Small Business Research and Development Enhancement Act of 1992. The following four (4) research topics are available under this solicitation: (1) H-SB08.2-001 Engineered Building Materials; (2) H-SB08.2-002 Innovative Educational Environments to Develop the Necessary Intellectual Basis for a National DHS S&T Workforce; (3) H-SB08.2-003 High Speed DNA (Deoxyribonucleic Acid) Sequencing for Environmental Sample Biological Threat Detection, Identification, and Support for Attribution; (4) H-SB08.2-004 Telecommunications Linking System. There will be an advance release of the solicitation to permit technical questions. THE SOLICITATION RESPONSE CLOSING DATE AND TIME IS 4:30 pm Local Eastern Time on 27 JUNE 2008. Classified proposals are not accepted. FROM 1 MAY 2008 THROUGH 23 MAY 2008, proposers may contact the Technical Points of Contact identified in the solicitation by telephone or by email to ask technical questions about specific technical topics. NO FURTHER DIRECT CONTACT BETWEEN PROPOSERS AND TECHNICAL POINTS OF CONTACT SHALL OCCUR AFTER 23 MAY 2008 FOR REASONS OF COMPETITIVE FAIRNESS. Additional questions will only be accepted until 20 JUNE 2008.through e-mail at STSBIR.PROPOSALS@DHS.GOV. The solicitation is available only in electronic format from the Federal Business Opportunities (FedBizOpps) web site (https://www.fbo.gov), in accordance with the Government Paperwork Elimination Act (GPEA). If you have questions about the DHS SBIR program, please submit your questions via e-mail to STSBIR.PROGRAM@DHS.GOV. DHS intends to issue multiple awards for Phase I of the solicitation at less than $100,000. This is a solicitation for DHS S&T SBIR only.
