Description
The Department of the Interior (DOI) Bureau of Land Management (BLM) is seeking a single Provider contractor with the ability to provide reporting capabilities under a single management infrastructure. The BLM desires a best value solution widely accepted by the helium production industry. The solution is for the purpose of providing plant production data monitoring and reporting by the BLM Helium Operations in Amarillo, Texas. The product will be deployed in June or July 2008. The products and services are separated into three components:1. Reporting software product and labor necessary for installation, configuration, and training2. Annual maintenance for the reporting software3. Optional integration with the appropriate database and Autopolling software (AutoSol)PROJECT BACKGROUND: The BLM Amarillo Field Office manages the United States strategic helium reserve. As part of this system, the BLM manages a high-pressure helium pipeline from which a number of storage contract holders and private plants can "take delivery of" or "make delivery to" the BLM helium pipeline system. There are approximately 10 measurement facilities. One is operated and owned by BLM, and the others are private companies with storage contracts. The BLM is in the process of installing a state-of-the-art metering facility at the BLM's Satanta, Kansas measuring station with satellite communications. The plant production and withdrawal data are collected and analyzed at the Amarillo Field Office (AMFO). Analysis includes data verification and the generation of billing reports. The second phase enhances functionality at the Amarillo office. The functionality allows the office to automatically collect plant production data, store it to a database, and generate reports used for data verification, monitoring, and billing.The final phase further enhances the AMFO's capabilities. Functionality for verifying data, helium production system monitoring, and helium data and information publication via Internet-style capabilities are added.This is not intended to be a complete list of the specifications.
