- NASA/GSFC has a requirement for ESI support for Mechanical Systems Analysis andSimulation Branch at Goddard Space Flight Center.NASA/GSFC intends to purchase the items from ESI North American only. This company isthe vendor and developer of the VA One software which is the principle tool that NorthropGrumman and GSFC use for performing vibroacoustic analysis. This puts ESI in the uniqueposition of being able to critique existing analysis and perform independent analysis toconfirm the veracity of the acoustic analysis results that Northrop Grumman has reportedfor the JWST Spacecraft using their software.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the Government nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 20, 2008.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Authority is FAR 13.106B(1) Only one source reasonably available.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
