Description
***This solicitation shall be restricted to U.S. firms only in accordance with 41 U.S.C. 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms or firms in a joint-venture with a U.S. firm.*** The purpose of this Firm Fixed Priced Contract is for the Design and Construction Services for Israeli Ministry of Defense facilities listed below. The award of one-(1) contract is anticipated. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only. If a single offeror does not have in-house design and construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the additional requirements of FMS and the Foreign Acquisition regulations set out in FAR part 25 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR and items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design certification services, must represent U.S. content. Estimated cost range of project is more than $10,000,000 per FAR Part 36.204(h) for the duration of the contract Firm Fixed Price (FFP) Contract for design and construction services of the Shoval Manat compounds at Palmachim and Tel Nof Air Force Bases, Israel. The project will consist of ten (10) buildings totaling approximately 10000 square meters of floor space and will include site infrastructure. The Shoval compound consists of four (4) buildings; Technical Building, Equipment shed, Airplane shed for four UAVs, and Airplane shed for two (2) UAVs. Both Airplane sheds are single story, high volume structures and include rooms for operators. The Airplane sheds will be constructed from metal aluminum panels over steel truss supports. The Technical Building is a single story structure with offices and briefing rooms. The Technical building envelope will consist of CMU Brick and concrete walls and a concrete roof with waterproof membrane; utilities to include electricity, air-conditioning and plumbing. The Equipment shed is a single story, high volume structure of concrete beams and metal panels over steel truss supports; utilities to include electricity and plumbing. The project will include general infrastructure and fuel system. The Manat building is a single story, high volume structure including offices and briefing rooms. The building envelope will be concrete walls with smooth finish, painted exposed architectural concrete; utilities to include electricity, air-conditioning and plumbing. The Headquarters compound includes four (4) buildings; Office, Auditorium, Transformation room and Alertness room. The Office building is a two story, high volume structure. The Auditorium is a one (1) story, high volume structure. The Office building and Auditorium include CMU brick and concrete walls and concrete roof with waterproof membrane; installed utilities include electricity, air-conditioning and plumbing. The Transformation room is a one story, high volume structure consisting of concrete walls and roof. The Alertness room is a single story, high volume structure of metal panels over steel truss supports. The Transformation and Alertness rooms will include electricity and plumbing. The Logistic building is a two (2) story, high volume structure including concrete floor, gallery of steel construction, warehouse walls and roof of isolated panels over a steel structure. Contractors will be required to provide a bid guarantee or bank letter of assurance and if awarded a contract, to provide a performance bond or bank letter of guarantee per Task Order in accordance with FAR 28 - Bonds and Insurance as prescribed in the solicitation.
