Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of International and Academic Affairs, intends to negotiate with Westat Inc., Rockville, MD, on a sole source basis under the authority of 41 U.S.C. 253 (c)(1). The goal of the acquisition is to conduct a study to assess a two-week Summer Institute held by NIST for Montgomery County Public School staff. The evaluation of the program will examine the implementation of the NIST Summer Institute and assess its efficacy in improving participating MCPS middle school teachers’ content knowledge and instructional practices in science. The contractor will assess differences between the study group and a control group in terms of changes in instructional practice and content knowledge over the course of the academic year, while also collecting data on teachers’ professional development experiences. The incumbent, Westat Inc., has developed a relationship with the 2007 participants in the program, and a part of the next phase of the assessment plan involves not only the new participants for the 2008 Summer Institute, but also a follow-up assessment with the 2007 participants. If a new contractor were to take over the assessment at this point, more financial resources would need to be expended than planned to bring the assessment efforts to the same point as they are currently. In addition, increased time and expenditure of staff resources would also occur. The current contractor has developed continuing contacts with the staff and first group of participants, which will greatly facilitate continuation of the assessments. The performance of the activities described require a contractor with current knowledge in educational issues in science and mathematics. The success of this evaluation has also required a contractor with technical expertise in research design, development of outcome measures and appropriate baselines, and the demonstrated ability to isolate program effects from exogenous factors. The current contractor, Westat, is not only a leader in the aforementioned areas, but also a leader in assessment of elementary and secondary education programs, including numerous national and international comparative studies of student achievement, and with the U.S. Department of Education I the Academic Improvement and Teacher Quality program. Westat has demonstrated these capabilities during the first assessment year and is well-qualified to continue the project. Based on these reasons, NIST believes that only Westat can satisfy NIST’s requirement to complete this study. The NAICS Code is 541690 with a Size Standard of $6.5 million. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order for a base period of one year and one one-year option to extend the term of the contract. Interested parties may identify their interest; however, such parties must clearly and unambiguously demonstrate their ability to perform the requirement in writing no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
