- The United States Agency for International Development, Regional Services Center (RSC), Budapest, intends to issue a Request for Proposal (RFP) on behalf of its client Mission, USAID Albania, in anticipation of a cost-reimbursement completion contract to implement a five year project entitled the Competitive Enterprise Development (CED) to be implemented in Albania. Micro, small and medium-sized enterprises are the driving force for Albania’s economic growth, job creation and poverty reduction. However, their development has been hindered by weak competitive capacity, low productivity, limited access to financial resources, shortage of skilled personnel, and unfavorable business environment. CED project is designed to address these issues to help Albania achieve sustained, broad-based economic growth. CED implementer will work with entrepreneurs, investors and other economic actors involved in selected industries and enterprises in target cities and municipalities to assess constraints to competitiveness and then bring a mix of long and short-term technical assistance, training, targeted performance grants, and financing to assist local actors in removing these constraints. Depending on the selected industries and enterprises and their respective competitiveness constraints, CED project will focus primarily on strengthening trade and investment capacity, increasing enterprise productivity, and improving workforce development. This is a full and open competition and the procedures set forth in FAR Part 15 shall apply. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. The solicitation will be posted herewith at Federal Business Opportunities (FBO) web page (www.fbo.gov) on or about or not less than fifteen (15) days after this notice is issued. Interested firms can register and use the Interested Vendor List (IVL) accessible through this solicitation on the FedBizOpps page, so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $6.5 million. Please do not contact USAID/Albania.
