It is the intent of the Government to award an Indefinite Delivery Indefinite Quantity (IDIQ) five-year contract for various quantity ranges of secondary items for which Honeywell International Incorporated, CAGE Code 07187 is the only source approved to manufacture these items for the Kiowa Warrior Mast Mounted Sight System. These spares are restricted because the part requires engineering source approval by the design control activity in order to maintain the quality of the part(s); or the data needed to procure this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications; or the rights to use the data needed to purchase this part from additional source(s) are not owned by the Government and cannot be purchased, developed or otherwise obtained; or the Government does not have adequate data, lacks rights to data, or both needed to purchase this part from additional sources. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). Eighteen (18) part numbers are restricted because the data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications. Fourteen (14) part numbers are restricted because the rights to use the data needed to purchase this part from additional source(s) is not owned by the Government and cannot be purchased, developed or otherwise obtained. One (1) part number is restricted because the Government does not have adequate data, lacks rights to data, or both needed to purchase this part from additional sources.Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Standard Aviation and Missile Source Approval Request (SAMSAR). The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation, however, solicitation will not close prior to the closing date stated above. All responsible sources may submit an offer which shall be considered by the Agency. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. Adequate technical data is not available for this acquisition.
