- NOTE - THE NIST REQUIREMENT FOR THE A/E CIVIL/STRUCTURAL SERVICES IS MODIFIED TO REMOVE THE REQUIREMENT "WITH SOME ARCHITECTURAL". AS SUCH THE DUE DATE FOR CAPABILITY STATEMENTS IS EXTENDED THROUGH JUNE 12, 2008, AT 3:00PM. PLEASE SUBMIT THREE (3) COPIES OF THE SUBMITTAL. The National Institute of Standards and Technology (NIST) is seeking a qualified firm to provide Architect-Engineer Services with Emphasis on Civil and Structural Engineering. The Indefinite Delivery - Indefinite Quantity Task Order Contract will have a 12-month period of performance with renewal options for 4 additional 12-month periods. A firm-fixed-price will be negotiated for each task order. The contract will have a $4,000 annual minimum and a $2,500,000 maximum over of the life of the contract. The proposed contract is 100% set aside for small business concerns (See Numbered Note 1). NAICS Code 541330. Size Standard: $4.5 million annual receipts (average annual gross revenue for the last 3 fiscal years). Projects include the evaluation, renovation, modification, replacement, and upgrading of buildings, structures, and services. The work includes field investigation, surveying, and document preparation. Document preparation includes engineering feasibility studies, conceptual designs and reports, contract drawings and specifications, design calculations, cost estimates, and project schedules. Specialized qualifications include experience in the evaluation and refurbishment of building structural systems especially in terms of a campus type or similar large-scale facility. The principal field of professional expertise required will be the structural evaluation and repair of building systems, although some projects may require HVAC, civil, and architectural capabilities. Criteria to be evaluated in the selection for award include: (1) Recent specialized experience of the proposed design team on building/site civil and structural projects and contracts. (2) Recent specialized experience with municipal, state, and/or federal paving projects. (3) Recent specialized experience with Maryland Department of the Environment on regulatory requirements for civil work, such as but not limited to, sediment control and water quality issues, (4) Professional qualifications of the present staff and consultants, (5) Ability of the firm to respond to specific tasks within the required time frame, and (6) Location of the firm within the general geographical area of the NIST, Gaithersburg, MD campus. Firms responding are requested to clearly indicate those tasks performed in house and those to be subcontracted. Firms requesting consideration are required to submit a Standard Form 330, dated 6/2004. The Government reserves the right to award more than one contract as a result of this announcement. This is not an RFP. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14. Limitations on Subcontracting the prime contractor is required to perform at least 50% of the labor with their own employees.
