- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with GE Sensing/DRUCK Inc., New Fairfield, CT. The government intends to procure 809 Intermediate-level ECP kits to be incorporated by the fleet at a rate of 100 kits per month to overcome corrosion and parts obsolescence issues currently affecting fleet availability of the GE Sensing/DRUCK Inc. designed 4508/U Air Data Test Set. This revision will consist of replacing the pump head zinc die cast plate, tube fittings and the controller rack source pressure relief valve. In addition, the obsolete water separator and coalescing filter will be replaced with a combined cooler/water trap assembly. GE Sensing/DRUCK Inc. will revise all affected engineering drawings and technical manuals. As the original equipment manufacturer (OEM), GE Sensing/DRUCK Inc. is the only manufacturer of this configuration. The government does not own the drawings. The Air Data Test Set was procured as a COTS item with minimal data requirements purchased. The proposed change is not form, fit, function related to the configuration, therefore the only design available is the GE Sensing/DRUCK Inc. developed kit. This notice of intent is not a request for competitive proposals; however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.
