- Contracting Office Address: Joint Munitions and Lethality, Life Cycle Management Command (JM&L, LCMC) Acquisition Center, Picatinny Arsenal, New Jersey 07806-5000 Description: This notice is a Sources Sought announcement. There is no solicitation available at this time. The JM&L, LCMC in support of the Project Manager Soldier Weapons, is conducting a market survey to identify potential sources for fabrication and delivery of 0.50 caliber lightweight barrels for the M107 Long Range Sniper Rifle (LRSR). The M107 LRSR is a semi-automatic, short-recoil operated, magazine fed, 0.50 caliber rifle intended to engage and defeat materiel targets at extended ranges. This notice is to determine if there are sources capable of manufacturing a lightweight 0.50 caliber barrel which meets the following criteria: 1) Form, fit, and function: The lightweight barrel shall interface with existing M107 components to include the barrel extension, muzzle break, upper and lower receiver, barrel key, battery bumper, and barrel bumper and allows for reliable semi-automatic weapon cycling. 2) Length: shall not exceed twenty-nine (29) inches. 3) Dispersion: The barrel, regardless of length, shall be capable of producing a 5-round shot group of no more than 2.5 MOA at 100 meters when integrated with the system using M33 ammunition. 4) Effective range: The barrel, regardless of length, shall be capable of engaging vehicle sized targets at 1000 meters when integrated with the system using M33 ammunition. 5) Barrel life: 5,000 rounds or greater. 6) Weight: 4.11 pounds or less (40% or greater decrease of existing barrel weight). 7) Production would be economically achievable. Should an RFP be issued for this action, award will be made on a best value basis under full and open competition. All responsible, interested offerors are encouraged to submit their capabilities/qualification data and any pertinent information in hard copy or via email, within 15 calendar days to: Joint Munitions and Lethality Life Cycle Management Command, (JM&L LCMC), Acquisition Center, AMSML-AQ-SW, Bldg 9, Attn: Daniel Potempa, Picatinny Arsenal, NJ 07806-5000. All information is to be submitted at no cost or obligation to the Government. NO TELEPHONE INQUIRIES WILL BE ACCEPTED. The Government will accept written questions by email to daniel.potempa@us.army.mil. Any information provided will not be returned. This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided.
