Description

Environmental Health and Remediation Advisor, USAID/Vietnam As an important member of the USAID/Vietnam Mission team, the USPSC Environmental Health Remediation Advisor (EHRA) will serve as the USAID/Vietnam principal and lead official in the inter-agency process to formulate policy, develop program responses, design specific activities and implement the entire range of interventions in public health and environmental remediation in targeted areas of Vietnam as determined by USG and GVN consultation and agreement. In 2007, the U.S. Congress appropriated three (3) million dollars to carry out selected projects. The EHRA will collaborate and consult closely with other partners in the USG, GVN, and non-governmental organizations (NGOs), and with private sector consultants, contractors, and technical specialists to implement both the public health and the environmental components of this assistance program. This collaboration and consultation will include participation on the Joint Assessment Committee (JAC), a joint government-to-government technical body, supported by a 2002 MOU, which has provided the technical forum and framework for efforts to date. The EHRA works under the supervision of the Director of USAID's Office of Public Health located in Hanoi and is the Mission’s Health and Environment Professional Expert. The EHRA and the USAID Representative or his designee play essential roles in the U.S. Mission Agent Orange Working Group. The EHRA actively participates on the Agent Orange Working Group on updates the group on activities undertaken by USAID to further U.S. policy objectives. The Agent Orange Working Group coordinates overall Mission Agent Orange/dioxin policy, and reports directly to the Ambassador for whom it serves as the principal advisory body with respect to dioxin-related Health and Environmental issues. As implementation progresses, we expect to strengthen our knowledge of health and environmental issues in the localized “hotspots.” This will necessitate modifications to and changed assumptions underpinning implementation efforts. At the present time, however, we have determined that there are three specific areas of activity critical to the success of this significant undertaking. Additionally, these defined areas will serve as a guide for the EHRA work effort over the two year term of this contract. Health Cooperation: The EHRA will be USAID’s Professional Expert responsible for identifying the principal public health issues. Initially, this will focus on assisting Vietnam's rehabilitation programs serving disabled populations. Emphasis will be on building and strengthening linkages between clinical services and community outreach, screening and identification activities. The EHRA will coordinate and collaborate with all other contributors, and with the GVN and private sector rehabilitative health professionals, in order to determine specific technical and infrastructural interventions for which the USG may provide assistance. The incumbent will assure that programs are implemented collaboratively that assistance is in compliance with USG policy and regulations, and that the assistance supports GVN goals and activities in rehabilitative health. Close coordination will be maintained with the Leahy War Victims Fund. The primary geographic area of intervention during the first year of activity will be Danang; however, other areas will be researched and identified for expansion in year two of the project. 1.Environmental Remediation: Since July 2001, the United States and Vietnam have increasingly engaged on dioxin-related environmental issues, including numerous engineering studies, joint USG/GVN research projects, scientific training programs and conferences, studies on the methodology of dioxin screening, pilot case studies to evaluate birth defects, technical workshops on soil remediation techniques, and the opening in November 2005 of a USG/GVN- sponsored Joint Dioxin Research Analytical Laboratory in Hanoi. These interventions involved a number of USG agencies including HHS, EPA, DOD, STATE and USAID. On the GVN side, Committee 33 (and its implementing arm, Office 33) have coordinated GVN Agent Orange/dioxin policies and activities among several ministries, notably, Vietnam's MOD, MOH, and MFA have been particularly involved. Other important participants include UNDP, UNICEF, the Czech Republic, the Ford Foundation, VVAF, and VNAH. The EHRA will be required to be familiar with all the work and analysis conducted over the last seven years. The EHRA will also be expected to schedule and manage additional assessments and environmental studies to build upon the work done to date. Following this, the EHRA will identify, recommend and implement approved remedial actions to be undertaken in the short to medium term at or adjacent to the Danang Airport, and to develop a long term program for further work at Danang and at other "hot spots" identified by the USG/GVN. Specific activities to be launched under this program in the short to medium term must be within the $3 million funding level appropriated for this purpose in FY 2007. These actions will include, but not be limited to, human health and environmental risk assessment, site remediation feasibility studies, field testing of remedial technologies, and site remediation and restoration in conformance with agreed USG/GVN priorities. All activities must be in conformance with the environmental procedures of the Foreign Assistance Act (22 CFR 216). The overriding objective of USG assistance under this component is to determine the nature of the problem(s) and analyze and implement potential solutions. This work will be coordinated with all relevant stakeholders including the U.S. Environmental Protection Agency, the Vietnamese Ministry of Defense and the Ministry of Natural Resources and Environment where applicable. 2.Public Diplomacy: The issues surrounding the use of chemicals during the Vietnam War, and its potential impacts on public health and the environment, have sparked intensive debate. In this context, the incumbent must be able to participate in discussions with persons and entities that hold diverse viewpoints on the issues, to accommodate differing views, and to articulate U.S. policies and procedures to build consensus around selected courses of action. The incumbent must be adept at engaging all parties in a timely and relevant fashion. The EHRA will establish and maintain a sound working relationship with GVN counterparts to coordinate activities and overall goals for USG/GVN joint activities and will build a solid foundation for collaboration with U.S., Vietnamese, and other international foundations and interest groups concerned with dioxin related issues. The EHRA must also work closely with populations living and working in or near "hot spots" to reach consensus on proposed interventions. The EHRA, therefore, must not only possess the requisite technical skills for this job, but also must have the ability to understand various interest groups’ concerns. Due to the political sensitivities regarding this issue, the EHRA must be comfortable and effective in a highly visible position, subject to Vietnamese and international scrutiny, and must be prepared to exercise expert judgments, tact and professional discretion.
