Description
The Contractor shall provide all labor, supplies and equipment to provide non-personal, professional exhibit services in support of the Commanding General (CG), U.S. Army, Europe (USAREUR) and Seventh Army (7A). The exhibit services (to include but not limited to: rental of a modular exhibit, roughly 30x 30 with an exhibit footprint of 40x 40 with audiovisual and sound equipment and lighting; provide graphics for display with the exhibit; and to obtain services to coordinate and manage drayage services and GES Exposition Services) are required to represent the USAREUR/7A, a Major Command of the U.S. Army at the 2008 AUSA Annual Meeting & Exposition. The 2008 AUSA Annual Meeting and Exposition is the world's largest landpower forum, bringing together America's Army - Active, Guard and Reserve, retirees, family members and civilians to experience the best of today's Army. The exhibit services shall be performed in a fashion which provides the USAREUR/7A CG a means to portray USAREUR/7As contribution to the U.S. Army to all invited guests of the AUSA Annual Meeting and Exposition. USAREUR/7A requires a full-service, trade-show event and exhibition Contractor with a proven track record of designing, manufacturing, supporting, and managing large exhibit properties for a wide variety of customers. The Contractor must offer a full range of functional modular exhibit systems while also having the capability to custom manufacture unique and dynamic exhibit solutions that may compliment their standard systems. The Contractor shall provide a Program Manager to orchestrate the entire project from design to installation and shipping (if applicable), working with exhibit consultants, designers, engineers, installers every step of the way and monitoring all details and to support the CG, USAREUR/7A Public Affairs Office (PAO). The Program Manager shall be capable of making decisions and advising the CG, USAREUR/7A or his representative on the exhibit. The Program Manager shall be the most senior member of the team with experience in managing exhibitions of similar size and scope and the point of contact between the Government and the Contractor for the entire period of performance. The Contractor's designers must have the capability to work closely with USAREURs design staff, preferably with video conferencing capabilities. The Contractor shall also have the capability to produce all final, high resolution art production files based on the content provided by USAREUR/7A. The Contractors ultimate design solution must meet the USAREUR/7As aesthetic and functional requirements. The systems should have integrated wire management capabilities to minimize clutter of cords and cables from lighting, computers, audiovisual or other electronic equipment. The systems will afford manageable installation and dismantling practices and be designed to include incorporated packaging systems to facilitate transportation and storage until the event. The Contractors graphic production capability must be state of the art. It is critical that the Contractor have the capability to produce large-format exhibit graphics to ensure the highest quality of fit and finish on the exhibit systems. The Contractors graphic production capabilities must include the most current and state of the art processes and techniques in the exhibit industry. Large format production must also accommodate multi-panel graphics with a high tolerance for image alignment and color matching. Computer plotted laser cutting, as opposed to hand cutting, must be available on an as needed basis. The Contractor shall be able to assist in capturing high resolution images for large-format production from less than optimal sources through high-quality, scanning services. Graphic production manufacturing is also preferred in a controlled and clean environment. USAREUR/7A will require a preview of the final approved exhibit structure and graphics in the manufacturers facility five weeks (3 Sep 2008) prior to the AUSA Annual Meeting and Exposition (scheduled for 6-8 October 2008) and in ample time to allow cost effective shipping to the show.The Contractor shall obtain, deliver and install all necessary audiovisual equipment necessary for the exhibit. These items include, but are not limited to: 25 Plasma or LCD monitors. The monitors shall be flat screen plasma or LCD. The monitors dimensions shall be five 46 and twenty 26 arranged through out the display in groups of five monitors. The monitors shall be emplaced and arranged with the 46monitor at the highest position and four 26 monitors centered directly below. The five DVD sources shall be connected at each group of monitors at a different position. The Contractor shall make arrangements for the transportation of the previewed approved exhibit to the inaugural show and shall perform all services related to the successful storage (after preview), installation, and dismantlement of the exhibit. Upon completion of the AUSA Symposium, the Contractor shall remove the exhibit and return it to its own storage area. The Contractor shall pay for all costs associated with shipping the exhibit to the event. Transportation includes costs to send and receive the exhibit to the event location. Drayage charges shall be the responsibility of the Contractor under Show Services order contract. The Contractor shall make arrangements for the transportation of the new exhibit to the AUSA Annual Meeting and Exposition. The Contractor shall provide company employed personnel to travel with the exhibit, to act, at a minimum, in a supervisory role for the proper installation and dismantling of the exhibit, and where allowed, shall also provide appropriate labor. The Contractors personnel shall be experts at working with show labor, show management and the USAREUR/7A exhibit team.The 2008 AUSA Annual Meeting and Exposition is scheduled for October 6-8, 2008. The Exposition site is the Washington DC Convention Center, 801 Mount Vernon Place, NW, Washington, DC 20001. The Marshalling Yard: c/o GES Exposition Services, 7601 Jefferson Avenue, Landover, Maryland 20785 (delivery, installation and dismantling dates to be provided at a later date). GES Exposition Services Exhibitors manual will have the target dates for setup and dismantling. Contractor shall coordinate setup and dismantling dates in accordance with the timelines established in the Exhibitors manual for the 2008 AUSA Annual Meeting and Exposition dates. The Contractor shall be responsible for vacuuming the carpeted areas and refuse removal during the show hours, if necessary, and immediately after daily show closing. The contractor shall remove all residual material and equipment before the exhibit begins and shall dismantle and remove all materials and equipment upon completion of the show. The Government will provide digital images in a format required to make the graphics to the contractor no later than 15 days after award of the contract. The Government will be responsible for all audiovisual productions and provide the contractor with the audiovisual media (DVDs) to use with the various sound and display equipment provided by the contractor no later than 15 days after award of contract.
