Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Proposals, warranty information and price quotations are being requested. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This acquisition is a total small business set-aside. The North American Industry Classification System (NAICS) codes are 443112 and the related small business size standard is 500 employees and 238210 and the related small business size standard is $12M. STATEMENT OF WORK 1. SCOPE The contractor shall provide all labor, equipment, and supplies, to include any required travel, necessary to provide the J-6 with an audio visual setup in the auditorium which will allow ANYONE to be able to operate this equipment console with ease. 1.1 With one key, gain access to equipment and control panel from a custom low-profile roll top console. This console will contain: 1.2. This console will allow user to control two screens, two projectors, a DVD player and a computer (computer provided by J-6), and all audio. 1.3 This console will include a video scaler/switcher (easy one button operation includes blackout to main screens). 1.4 Minimum three video preview monitor system (allows operator to setup and view three separate media types before broadcasting to screens) 1.5 Four rack mounted wireless hand held microphones and four lapel mics. (any combination of four can be used at one time, auto tone squelching). 1.6 Console will include a rack mounted 1U CD player, (CD-R/RW playback, including 12 cm and 8 cm CDs.) 1.7 MP3 playback 20-second RAM buffer for shock protection Rack mounted 1U DVD player (The DVD player reads DVD video, DVD audio (2 channel only), Video CD. CD-DA, MP3, WMA, WAV, JPG, ASF, MPEG-2/MPEG-1 and DivX. The player is capable of playing pack properly finalized DVD +R/_RW discs and is HDCP compliant. 1.8 A 31 band EQ with a screened grill, Real-time audio analysis for sound correction of room. 1.9 A power conditioner, with a main power switch for the console equipment. 1.10 The provider of equipment will include training to the J-6 on this equipment. 1.11 the provider will maintain and hold all warrantees on all provided equipment in house. 2. PURPOSE / REQUIREMENTS The contractor is to meet specification provided in section 1. above. 3. EQUIPMENT The contractor is to provide equipment listed in section 1 above. 4. PERFORMANCE PERIOD The contractor will provide everything listed in section 1. within 2 months of being awarded the contract. 5. CONTRACTOR INVOICES / PAYMENT 5-1.The Contractor shall invoice for services against the respective contract line item (CLIN). Each invoice shall include the CLIN number, service/maintenance date, type and number of equipment serviced, and any additional repairs/parts expense. The Contractor is encouraged to submit invoices within seven days of the completed service. 6. ENTRY TO FORT HARRISON 6-1. Fort Harrison, Helena, Montana is a closed Fort. Contractor personnel while working on the installation may obtain a temporary visitors pass at the Front Gate; each individual must have an accepted form of photo identification. Warranty period shall be confirmed to be one year after acceptance. FOB - Destination. Delivery and installation must be completed on or before September 18, 2008. Evaluation of Commercial Items will be in accordance with FAR provision 52.212-2. Proposals will be reviewed to determine which one represents the greatest value, price and other factors considered. Award will not necessarily be made to the lowest priced offeror, but rather the one that offers the best value to the Montana National Guard in terms of the following evaluation criteria: 1. Ability to meet the technical requirements. Provide examples of as-built drawings and documentation from two projects of similar complexity. 2. Resumes of personnel. Provide resumes of Project Manager and Technicians proposed for use under this contract.3. Warranty and Price. The evaluation criteria are listed in descending order of importance. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest price. Proposal submission requirements follow: All quotations shall be submitted in an original and one copy for receipt no later than 4:00 p.m., Mountain Standard Time, June 23, 2008, and be clearly marked with Request For Quotation Number W9124VT0003. Offerors are hereby notified that if your quotation is not received by the date and time and at the location specified in this announcement that it will be considered late.
