- Minot Air Force Base has a requirement for CATHODIC PROTECTION at various Missile Alert Facilities (MAFs) and missile Launch Facilities (LFs) in the following North Dakota counties: Bottineau, Mountrail, McLean, Burke, McHenry, Renville, Sheridan and Ward. The North American Industry Classification System (NAICS) code for this project is 238190 (Other Foundation, Structure, and Building Exterior Contractors) and a Business Size Standard $13M. The intended type of contract is a Firm-Fixed-Price IDIQ. Terms will be a Base Year and two Option Years. This project will be solicited as full and open to both large and small businesses with the intent to award a Firm-Fixed Price IDIQ Contract based on "Lowest Price Technically Acceptable" process. FAR clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns is applicable to this solicitation. PROJECT MAGNITUDE: IDIQ value will be Minimum Guarantee of $200,000 / Maximum $1,850,00.00 over the life of the contract. This project includes, but is not limited to the following: Provide all plant, labor, material and equipment to accomplish the installation of a cathodic protection deep well anode bed system and/or demo existing; install new rectifier system at a minimum of (1) one missile LF and (1) one MAF and no more than 150 LFs and 15 MAFs; drilling a minimum of 6" diameter hole, installing anodes, backfilling with coke breeze, connecting lead wires; site cleanup; and/or removal and replacement of existing rectifier, anode cabinet and associated hardware. Work shall be executed in accordance with the required government specifications; work is 20% general and 80% electrical. Water and electricity required will be furnished by the Government. Additionally, the work may take place be in a restricted area. The performance period will be specified on each delivery order. The winter exclusion period will be from 1 December through 1 April. A one-year warranty of construction is required. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available here on FedBizOpps (www.fbo.gov) on or about 19 June 2008. The ESTIMATED proposal due date is 18 July 2008. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
