Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-25. This announcement constitutes the only solicitation; a written solicitation document will not be issued. This synopsis, NAICS code 423990, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specification, under the simplified acquisition procedures. This is 100% small business set-aside. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror’s responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions, if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a Prodigy High Dispersion Spectrometer. Specifications: Inductively Coupled Plasma Atomic Emission Spectrometer (ICP-AES), also referred to as Inductively Coupled Plasma Optical Emission Spectrometer (ICP-OES), designed for analytical determination of elements (metals), complete with standard accessories such as auto sample, computer workstation, instruments software, sample introduction assembly and other parts and components customarily included. Required Specifications: Dual (axial and radial) torch viewing capability, computer controlled, solid-state radio frequency power generator capable of 2000 watts of power output. Thermally stabilized high dispersion Echelle polychromator, Focal length equal to or greater than 800mm, Optical resolution of 7pm or less at 200nm. Solid-state detector with wavelength coverage of 164 to 100 nm and simultaneous detection. Microsoft Windows based instrument software capable of unintended operation. Random access auto sampler. Brand name or Equal. FOB: Destination-8301 Muirkirk Road, Laurel, MD 20708. EVALUATION AND AWARD: Award. The Government intends to evaluate proposals and, if necessary conduct discussions with all responsible offerors within the competitive range. The award will be made to the offeror whose proposal conforms to the terms and conditions of the solicitation and award may be made to other than the lowest priced or the highest technically rated offer. Relative importance and trade-offs. The Government will base the determination of best value on performance, and the other evaluation factors identified elsewhere in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors when combined are approximately equal to cost and price.
