- Description SOURCES SOUGHT. Product Manager, Soldier Sensors and Lasers (PM SSL) is seeking production sources for Handheld Sense Through the Wall (STTW) systems. This notice constitutes a Request for Information only, THIS IS NOT A SOLICITATION. Proposals are not solicited and shall not be submitted in response to this notice. No award will be made for this effort at this time. The U.S. Army has a requirement for a Handheld STTW system to provide Soldiers with the capability to detect, locate, and sense personnel behind walls, doors and other visible obstructions from a standoff distance. This capability will be provided by a low cost, stand-alone, man-portable sensing system with characteristics that optimize its performance in a complex urban environment. PM SSL anticipates a STTW production effort would consist of a Pre-Production Qualification effort (base year) with four (4) follow-on Indefinite Delivery/Indefinite Quantity (ID/IQ) Production Option Years for production systems, spares and contractor logistics support for a total quantity of up to 11,000 Handheld STTW systems. In Pre-Production Qualification the contractor will deliver production representative test articles and supporting logistics and technical documentation, conduct Contractor Qualification Testing (CQT) and a Logistics Demonstration (LD), and provide contractor support to Government Developmental Testing (DT) and Operational Testing (OT). Award of the initial production option year would be contingent upon successful completion of all Government testing and a successful Milestone C Production Decision. The Handheld STTW test articles must be capable of meeting the following Key Performance Parameters (KPP) Threshold values during Government DT/OT: KPP 1. Target Detection. The STTW system shall detect moving and stationary targets, in respect to sensor beam axis, with a e85% probability of detection while effectively penetrating one (1) 8 thick reinforced concrete wall. KPP 2. Weight. Total weight, including power source is d6 lbs. KPP 3. Force Protection. False report rate of less than 10% with a total sensing range of 20 meters or more. All interested firms are encouraged to respond by submitting the following information on relevant STTW systems: "System description. Responses should provide a brief description of the system proposed, to include the relevant technology employed. The written response should be supplemented by appropriate Product literature, such as photographs, drawings, and technical specifications. "Performance capabilities. Responses should include a compliance matrix showing the current level of system performance against the KPP values listed above. If the proposed system does not currently meet one or more of the KPP values, the response should include a brief description of the effort required to meet the KPP. "Technology Readiness Level (TRL). Responses should state the current TRL for the proposed system and the basis for the TRL assessment. In order to reduce total time to fielding, PM SSL seeks to leverage mature STTW technology. At a minimum, systems should be at TRL 5, with TRL 6 or higher preferred. "Frequency Certification. Responses should provide details on the frequency spectrum range used and the status of prior and current DD1494 Application for Equipment Frequency Allocation submissions and approvals. Handheld STTW systems must operate in a frequency range approved for radiolocation and U.S. military radar operation and be capable of receiving DD1494 Stage 4 (Operational) allocation approval. Responses should be limited to 10 pages or less of narrative, plus the supplemental information listed above. Proprietary information should be clearly marked. Responses should include company name, complete address, and a technical point of contact with phone number and email address. Proprietary information will not be disclosed outside the U.S. Government. The Government will not pay for information received in response to this RFI and is in no way obligated by the information received. Inclusion in this RFI does not constitute Department of the Army approval for any product. Responses are due by 11 June 2008.
