Description
Notice of intent to negoiate a sole source contract with the University of Washington for NOAA, National Marine Fisheries Service, Northwest Region for catch monitoring for Pacific Whiting Shoreside Fishery. University of Washington,Washington Sea Grant Program.( WSGP) is unique in that it serves communities, industries and the people ofWashington state, the Pacific Northwest and the nation through research, education and outreach by identifying and addressing important marine issues and providing better tools for management and use ofthe marine environment and its resources. WSGP uses a strategic partnership approach that includes: other universities and educational institutions; tribal and local, state andfederal agencies; business and industry; marine-oriented interest groups; and citizens ofthe state of Washington. WSGP also maintains close interactions with NOAA and other federal agencies and laboratories in the Northwest. Recently, the WSGP was invited to partner with the NOAA West Regional Team to build on current NOAA issues, such as the West Coast Governors' Agreement on Ocean Health. Because ofits close alliances with industry, educational institutions and NOAA, the WSGP is the only organization that we couldfind that was already in the position to provide for all aspects of the proposed training program. The WSGP has the necessary access to adequate training facilities, including: classrooms, a seafood laboratory, and groundfish processingfacilities. Highly qualified experts species identification, access to specimen collections and groundfishfor dissections. will be needed and can be provided through the WSGP's close alliances with local universities, fisheries programs and seafood processors. The WSGP has proven expertise in preparing the level and type oftraining and educational materials that are neededfor the training program. The WSGP has the in depth knowledge ofprocessing facilities, operational issues, and access to individuals with a high level ofexpertise neededfor the various models of the proposed training. Because the training needs to meet NMFS specifications the contractor needs to work closely with NMFS staff. The cooperative approach used by WSGP in the ideal for supporting such an arrangement Interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This is a simplified acquisition with an estimated value of less than $100,000. **** The Westren Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registey (CCR) as of October 1, 2003.
