- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. NAVSURFWARCEN Crane Division has a requirement for Design Agent/Technical Engineering Services for the AN/SPS-67(V) Radar Program as follows: These services shall include program management; system engineering; technical analysis; programmatic and technical documentation development; safety-related engineering; logistic support items including but not limited to: Interactive Electronic Technical Manuals (IETM), Provisioning Technical Documentation (PTD), training products, and INCO analysis. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from DRS C-3, 200 Professional Drive, Gaithersburg, MD 20879. The proposed Cost Plus Fixed Fee Contract is for Design Agent/Technical Engineering Services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for these services can only be met by one manufacturer due to the contractors unique knowledge and experience with this radar system as the Original Equipment Manufacturer and the anticipated costs achieved through competition are not anticipated to be recouped by that competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on or about 19 June 2008. Closing date will be on or about 21 July 2008. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The POC is Deborah Frick, Code 0564EN, at 812-854-3707 or email deborah.frick@navy.mil. All responsible sources may submit a proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
