- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake CA intends to enter into negotiations for a Firm Fixed Price (FFP) contract for a period of one year on an other than full and open competition basis with Santa Barbara Focal Plane (SBFP), 346 Bollay Drive, Goleta, California 93117. The requirement is to modify four government owned Tiger Pod cameras to incorporate digital SBF200 detector arrays and electronics to increase the frame rate capabilities of the cameras and to decrease the noise levels for measurements of low radiance sources. SBFP, the designer and manufacturer of the Tiger Pod cameras, shall upgrade the detectors and electronics to achieve the requirements listed below for the modified cameras.Each camera shall be modified to include: digital 320 x 256 InSb focal plane arrays and digital electronics modifications. Form factor and size restriction is required for mounting the imaging system side-by-side with other infrared imaging cameras in the Tiger Pod turrett. This requirement is limited to SBFP as they designed and fabricated the four mid-infrared focal plane array imaging cameras approximately twelve years ago. Substantial resources have been invested in developing data systems and software to operate these cameras in the Tiger Pod. SBFP, like any other camera manufacturer, designs its instruments with unique interfaces. In order to preserve the ability to interface these cameras with existing data systems, the modifications will be made by SBFP using its own hardware. The government owned mid-infrared imaging cameras will be delivered as Government Furnished Equipment (GFE) to the contractor for the modifications to be completed. Delivery of the modified cameras will be Freight on Board (FOB) Destination. Any companies believing that they can meet the above listed requirement, clearly showing their ability to do so without compromising the quality, accuracy, and reliability of the data, while achieving the compatibility issues stated above, may submit a written response to be received at the contracting office no later than 18 June 2008. All responsible sources may submit supporting data, which shall be considered by the agency. Award of this contract is expected to be on or about 30 September 2008.
